CONTENT
The bill would amend the Public Health Code to require the Department of Community Health (DCH), upon appropriation of the necessary funding, to establish a Reflex Sympathetic Dystrophy/Complex Regional Pain Syndrome (RSD/CRPS) work group composed of both public and private members; and require the work group to develop and coordinate an RSD/CRPS education program to promote public awareness of the causes of the disease, and the value of early detection, diagnosis, and treatment.
The program would have to include a public education and outreach campaign using written materials and brochures to promote awareness of RSD/CRPS among consumers, health care providers, teachers, and human services providers and to enable individuals to make informed decisions about their health.
The educational materials and brochures would have to be made available to the public on the DCH website or Health Promotions Clearinghouse hotline. If sufficient funding were available, the materials and brochures would have to be distributed to local health departments, hospitals, and health care providers for distribution to the public. The work group also would have to facilitate workshops open to the public.
The DCH could accept and use Federal or State funds or other public or private grants, gifts, donations, or appropriations to carry out the purposes of the bill, including the promotion of research to identify, diagnose, and treat the disease accurately.

FISCAL IMPACT
Language in the bill would make creation of the Reflex Sympathetic Dystrophy/Complex Regional Pain Syndrome work group and implementation of the education and outreach activities described in the bill contingent upon appropriation of necessary funding by the Legislature. At this time, funds have not been made available for these activities.
If funding were to become available, the Department of Community Health would use this appropriation for overseeing the creation of the work group, modifying the Department website, and distributing educational materials to health providers.
