CONTENT
The bill would amend the Public Health Code to allow the Michigan Board of Nursing to grant a nonrenewable, temporary license to a registered professional nurse licensed by an equivalent licensing board in another state.
Currently, until January 1, 2012, the Board may offer such a license to a nurse licensed by an equivalent licensing board or authority in Canada. Under the bill, this also would apply to a nurse licensed by an equivalent board or authority in another state.
A temporary license expires on the earliest of several specified dates. The bill would add the date the applicant was notified that he or she had failed to meet the requirements of Article 15 (Occupations) and rules promulgated under it for licensure, and the date the applicant was notified that he or she had failed to complete the application process for full licensure.
The Code requires the Department of Community Health to issue a temporary license promptly. Under the bill, the Department would have to issue the license within 48 hours after receiving proof that the applicant's license issued by another state or a province in Canada currently was active and in good standing.
The bill also provides that more than one entity could be certified as a patient safety organization under the Federal Patient Safety and Quality Improvement Act of 2005, notwithstanding any provision of the Code to the contrary.

FISCAL IMPACT
Passage of the bill could provide an economic benefit to health providers by expanding the pool of available nurses and easing the costs associated with recruiting new staff. This could provide moderate costs savings to State hospitals and health facilities affiliated with local units of government.
The Department of Community Health also could see a moderate increase in fee revenue if nurses licensed in another state were permitted to practice in Michigan. The Department currently charges a $20 application processing fee and an annual $10 fee for a temporary nurse license.
