CANADIAN HEALTH PROFESSIONALS H.B. 6253: COMMITTEE SUMMARY

House Bill 6253 (as passed by the House)
Sponsor: Representative Edward J. Gaffney
House Committee: Health Policy
Senate Committee: Health Policy

Date Completed: 9-11-06

CONTENT
The bill would amend the Public Health Code to delay from January 1, 2007, until January 1, 2012, the sunset date on provisions that do the following:

-- Authorize the Michigan Board of Nursing to grant a nonrenewable, temporary license to engage in the practice of nursing as a registered professional nurse to an applicant who is licensed as a registered professional nurse by an equivalent licensing board or authority in Canada.
-- Allow an individual licensed to practice a health profession in a province of Canada to be granted an appropriate license upon satisfying the board or task force to which he or she applies as to criteria specified in the Code.

FISCAL IMPACT
Since it would extend the sunset for a current State practice, the bill would have no fiscal impact on State or local government. It should be noted that if the State no longer made the accommodations for Canadian health professionals specified in the Public Health Code, there could be problems for State and locally operated health facilities in recruiting and retaining staff. These staffing difficulties could lead to increased administrative cost for the facilities.
