CONTENT
Senate Concurrent Resolution 18 would change the scope and increase the authorized cost of the Macomb Community College Fraser Building Renovation project.


The Fraser Building renovation project was originally authorized for construction in Public Act 45 of 2001 with a total authorized cost of $6,545,000 (State share $3,272,500; college share $3,272,500). To date, no funds have been spent on the project.


The Fraser building is a 1950s-era junior high school building that currently provides teaching and training space for many of the college's emergency services (police and fire) training programs. During project planning, the college determined that the investment needed to upgrade the Fraser building to a state-of-the-art training facility, would be better spent toward an expansion of the college's existing Emergency Services Training Center (ESTC) in northern Macomb County.


The cost of the proposed new project, an expansion of the ESTC, is estimated to be $8,683,000, or $2,138,000 more than the current authorization. The college has agreed to fully assume the increased project cost.


The authorization of the new project would be contingent upon notification to the Legislature by the Department of Management and Budget that the college has submitted appropriate planning documents to the Department and that the Department has approved them.

FISCAL IMPACT
The resolution would have no fiscal impact on State government, yet would authorize Macomb Community College, a local unit of government, to spend an additional $2,138,000 on the expansion of the ESTC project.
