SUBSTITUTE FOR

SENATE BILL NO. 398

     A bill to amend 1994 PA 451, entitled

"Natural resources and environmental protection act,"

(MCL 324.101 to 324.90106) by adding section 74126.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

     Sec. 74126. Within 1 year after the effective date of the

amendatory act that added this section, the commission, in

conjunction with the department, shall submit a plan to the

governor and the standing committees of the legislature with

primary jurisdiction over natural resources and the environment

that would promote multijurisdictional recreational opportunities

for residents of and visitors to the Great Lakes region. The plan

shall include all of the following:

     (a) Mechanisms to share recreational opportunities such as

snowmobiling, boating, off-road vehicle use, hunting, fishing, and

other recreational pursuits within the Great Lakes states.

     (b) Mechanisms to expand tourism related to the pursuit of

recreational opportunities within the Great Lakes states.

     (c) Recommendations on a program that would allow the state to

work with other states, local units of government, and the federal

government to create a multiuse, multijurisdictional recreational

pass that would allow residents of and visitors to the Great Lakes

states to enjoy recreational opportunities within the Great Lakes

states.
