A bill to amend 1949 PA 300, entitled
"Michigan vehicle code,"
by amending section 811k (MCL 257.811k), as added by 2000 PA 73.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec.
811k. (1) The secretary of state shall develop under
section
811e and, upon application, may issue under section 811f a
state-sponsored
lighthouse fund-raising registration plate and a
matching
state-sponsored lighthouse fund-raising collector plate as
provided
under section 811g. The plate shall be of a design as
determined
by the secretary of state.

The Michigan lighthouse preservation grant fund is
created as a separate fund in the department of treasury. The fund
shall be expended only as provided in this section. The state
treasurer may receive money or other assets from any source for
deposit into the fund. The state treasurer shall direct the
investment of the fund. The state treasurer shall credit to the
fund interest and earnings from fund investments. The state
treasurer
shall annually present to the secretary of state
department of history, arts, and libraries an accounting of the
amount of money in the fund. Money in the fund at the close of the
fiscal year shall remain in the fund and shall not lapse to the
general fund.

The secretary of state department of history,
arts, and libraries shall administer the Michigan lighthouse
preservation
grant fund and may expend money from the
that fund
through discretionary historical grants to preserve Michigan
lighthouses.
The secretary of state department of history, arts,
and libraries shall not use not more than 10% of the funds for the
secretary
of state's costs that occur from fund administration and
grant project coordination.

The secretary of state department of history,
arts, and libraries may award grants under subsection (2) for the
preparation of plans and specifications for restoration and
stabilization and for stabilization, rehabilitation, or other
preservation work on a Michigan lighthouse, but grants shall not be
awarded
for operational purposes. The secretary of state
department of history, arts, and libraries shall allocate grant
funds pursuant
according to eligibility and scoring requirements
established
by the secretary of state department of history,
arts, and libraries. To award grants under this section, the
secretary
of state department of
history, arts, and libraries
shall
solicit applications from eligible
recipients applicants,
score applications based on the established criteria, and award
grants to recipients through executed contracts. All plans and work
performed under a grant shall be consistent with the United States
secretary of the interior's standards for rehabilitation and
guidelines
for rehabilitating historic buildings, 36 C.F.R. CFR
67, historic preservation certifications.

Lighthouse fund-raising registration plate donations
collected
under section 811f and matching lighthouse collector
plate
fund-raising donations collected under section Fund-raising
donations for plates recognizing the historic lighthouses of this
state under sections 811f and 811g shall be transferred under
section 811m
811h by the secretary of state to the state
treasurer, who shall credit the donation money to the Michigan
lighthouse preservation grant fund for the preservation of historic
Michigan lighthouses.

For purposes of this chapter, "state-sponsored lighthouse
fund-raising
registration plate" means a registration plate
containing
a specialized design pertaining to historic Michigan
lighthouses.
