A bill to amend 1994 PA 451, entitled
"Natural resources and environmental protection act,"
(MCL 324.101 to 324.90106) by adding section 5519.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 5519. (1) The director shall designate 1 or more
employees of the department as liaisons for the midwest clean
diesel initiative.
(2) The liaison or liaisons under subsection (1) shall do all
of the following:
(a) Represent the state to the MCDI.
(b) Attend meetings of the MCDI.
(c) Provide to the department updates and other information
about the MCDI to be maintained by the department on its website.
(d) Work to establish programs and partnerships statewide to
reduce diesel emissions and to make this state competitive for
grants and other funding to reduce diesel emissions.
(e) Advocate with the United States environmental protection
agency, congress, and the legislature for additional funds and
programmatic support for the MCDI.
(f) Provide the legislature a yearly report on the MCDI. The
report shall include all of the following:
(i) Progress made by the MCDI.
(ii) Estimates of diesel emission reductions as a result of the
MCDI.
(iii) Information on grants or other funding received by or used
in this state to reduce diesel emissions.
(iv) Recommendations for legislative action to assist the
liaison or liaisons to fulfill their duties under this section.
(3) As used in this section, "MCDI" means the midwest clean
diesel initiative, a collaboration of federal, state, and local
agencies, along with communities, nonprofit organizations, and
private companies, working together to reduce emissions from diesel
engines in the midwest.
