"As we gather here today as members of the Michigan House of Representatives, we pray that we are ever mindful of opportunities to render our service to fellow citizens and to our community. We are thankful that You God work in each of us among us, and through us. We understand the measure of the responsibility that rests in this room and we understand the limits of our ability and vision. We invite You to help us to sow the best seeds for the future for Michigan and its people. I believe that the commitment of those gathered here, elected by citizens across this great state will work hard and do their best. They are bright, fresh, and eager. But we need more than our own talents and willingness. And so we invoke Your help and presence. Help each one here to have clarity of vision and purpose about what is truly most important; to have courage to seek and do what is best even when it is not popular and exhibit leadership rather than followership; and to have compassion. I pray for Your blessing for these representatives in every dimension of their lives, public and private, for their families and loved ones. Amen."

Resolved by the House of Representatives, That Rule 35 of the Standing Rules of the House of Representatives be amended to read as follows:

"Names and Number of Members.

Rule 35. (1) All standing committees shall be appointed by the Speaker, except where the House shall otherwise order.

(4) Any Member of any committee who is absent from attendance at any such committee meetings for three committee meetings, unless excused from attendance by the committee according to Rule 36, shall be automatically dropped from membership on such committee, and the committee automatically reduced unless the Speaker of the House shall fill such vacancy. Each committee clerk shall keep a record of attendance at all committee meetings, and shall make a written report to the office of the Clerk of the House showing the names of those present, the names of those absent, and the names of those excused from attendance, which shall be entered upon the House Journal. When a Member has been absent for three meetings of a committee without proper excuse, the Clerk of the House shall report the name of such Member, together with the dates of said meetings, to the Speaker of the House, and advise the Member of such action. The Speaker of the House shall then fill such vacancy by appointing a Member to the committee.

(5) The daily House Journal shall report the roll call on all motions to report bills, joint resolutions and reorganization orders. (See Const 1963, Art 4 § 17)

(6) Committees shall adopt a meeting schedule at the commencement of each term which shall be printed in the House Journal. Additional meetings may be called by the Chair or by a majority of the Members in writing to the Clerk of the House. The Chair may cancel any scheduled meeting, except one called by a majority of the Members, by notice to the Members."

A resolution to urge the Governor to review all existing and future mandates, so that they are carefully scrutinized for effectiveness and their impact on Michigan's competitiveness in a global economy.

With the recommendation that the following substitute (H-1) be adopted and that the resolution then be adopted.

Substitute for House Resolution No. 13.

A resolution to urge the Governor to review all existing and future mandates, so that they are carefully scrutinized for effectiveness and their impact on Michigan's competitiveness in a global economy.

Whereas, As almost every other state in the country is experiencing an economic recovery, Michigan continues to struggle with job losses and serious budget shortfalls. Michigan's jobless rate of 7.3 percent, among the three worst in the country, remains significantly above the December 2004 national figure of 5.4 percent; and

Whereas, The overall impact of the enormous job losses facing our state, especially in manufacturing, touches every citizen of the state in some way. The state's economic problems are keenly felt in our schools, in local government services, in health care, and in public safety responsibilities; and

Whereas, A longstanding concern in the business community is the harmful impact that excessive governmental mandates have on the creation of new jobs and the retention of existing employment. It is imperative that the burdens of nonessential regulatory requirements in areas such as insurance, environmental protection, and financial record keeping be brought to a minimum. Clearly, some mandates could make Michigan's economic situation even worse and will jeopardize our state's future; now, therefore, be it

Resolved by the House of Representatives, That we urge the Governor to review all existing and future mandates, so that they are carefully scrutinized for effectiveness and their impact on Michigan's competitiveness in a global economy; and be it further

Resolved, That copies of this resolution be transmitted to the Office of the Governor.
