Rep. Howard Walker, from the 104th District, offered the following invocation:
"Gracious God, giver of all good things, in this season of Thanksgiving, there are many blessings for which I am thankful. I'm amazed at the way Your Spirit is moving across the chaos of our time, renewing the face of the earth, touching people far and near, and inviting people all over the globe to experience the freedom that comes from You. This is a challenging and exciting time to be alive. I thank You for the coming Christmas season, for becoming a human being and empowering us to reach out in love to share Your blessings with others.
Lord, today I lift up the brave young men and women who place themselves in harm's way all over the world, especially in Afghanistan and Iraq, to help bring opportunities for freedom from tyranny. I thank You for brave Iraqis who stood up to suicide bombers and other terrorists on Dec. 15 and risked their lives to vote in a free election for parliamentarians. May their courage inspire the people in Iran, Syria, and Egypt to take important steps towards democracy.
I thank You for this nation, for an extraordinarily resilient US economy that remains strong in the face of recessions, hurricane disasters like Katrina and Rita, and a costly war in Iraq, and I pray for the economy in Michigan to be revitalized by the entrepreneurial spirit and the wisdom of leadership here and throughout this great state.
God, I stand in awe and am grateful for the multitude of churches, companies, and individuals who open their hearts and wallets to spend millions of dollars caring for and rehabilitating victims of these and other disasters.
Lastly, Lord, I pray not to take for granted the freedoms we enjoy that are nonexistent in some places of the world. I pray that we not take for granted our freedom to practice our faith, not take for granted our freedom to speak out our opinions, not take for granted our freedom to work and to change jobs and professions without the government looking over our shoulders. Throughout history, such basic freedoms have been rare, and sadly they are yet rare today.
In a world clouded with shadows of conflict and disharmony, help us especially not to take for granted Your goodness and generosity. By Your Spirit, move in our lives and help us respond to Your offer of love and new life every day, that we might better serve You through our words and our deeds, especially in our responsibilities to represent the people of this state. I pray that by our faithfulness to our tasks, we will work with You to extend the freedoms that some of us enjoy to those now yearning for them. In Jesus name we pray, Amen."

House Resolution No. 158.
A resolution to urge the Federal Emergency Management Agency to reject proposed revisions to floodplain elevation thresholds in St. Clair County.
Whereas, Under the National Flood Insurance Program, property that is located within a floodplain is required to be covered with flood insurance that the owner must purchase. Floodplains are determined by land elevation levels, which are identified as Base Flood Elevations; and
Whereas, Officials of the Federal Emergency Management Agency (FEMA) have issued documents that indicate that the Base Flood Elevations will be raised in parts of St. Clair County. The impact of this adjustment in elevation threshold would be to place a significant number of residences and businesses within mandatory flood insurance areas; and
Whereas, The costs of flood insurance for buildings that fall within the redrawn floodplains will be a significant added expense for the property owners affected. These property owners bought their homes and places of business with the assurance that they were not within the floodplain, and now, with this adjustment in elevation, they will be incurring major costs for insurance they will be no more likely ever to need. The fact that water levels throughout the entire Great Lakes Basin are at near-record low levels compounds the inappropriateness of the elevation threshold change; and
Whereas, According to a 2002 study by the Upper Great Lakes Plan of Study Team, a task force appointed by the International Joint Commission, there are growing concerns about climate change and the impact it may have on the water levels of the Great Lakes. Results from some global modeling studies show a decrease of water supplies across the Great Lakes, which would result in even lower water levels and decreased outflows; and
Whereas, For those who would now have to purchase federal flood insurance--at several hundred dollars a year--the raising of the floodplain threshold amounts to a penalty that would be felt far into the future, especially as the market value of impacted properties suffers needlessly; and
Whereas, Over the past 25 years, property owners in Clay Township alone have paid millions of dollars in flood insurance premiums. During that same period, Clay Township residents have only collected approximately one million dollars in flood insurance claims. The remaining money from those premiums has gone to Washington, D.C. to subsidize flood insurance claims in higher risk areas of the country; now, therefore, be it
Resolved by the House of Representatives, That we urge the Federal Emergency Management Agency to reject the proposed revisions to floodplain elevation thresholds in St. Clair County; and be it further
Resolved, That a copy of this resolution be transmitted to the Federal Emergency Management Agency.

Senate Concurrent Resolution No. 34
A concurrent resolution to urge the Great Lakes Regional Collaboration and the United States Congress to implement the Action Plan to Restore and Protect the Great Lakes.
Whereas, Over 40 percent of the Great Lakes are under Michigan's jurisdiction and the Great Lakes contain 95 percent of North America's fresh surface water; and
Whereas, The Great Lakes affect all aspects of life in Michigan and are inextricably linked to Michigan's history, culture, and economy. The Great Lakes have for thousands of years supported native communities' culture and way of life; and
Whereas, The Great Lakes fuel Michigan's tourism and recreation industry. Recreational fishing alone adds $1.4 billion annually to the state's economy; and
Whereas, The state of Michigan has historically been a leader in protecting the Great Lakes, including efforts to regulate ballast water discharges that could harbor invasive species and to eliminate the disposal of dangerous contaminants in the Great Lakes; and
Whereas, Despite Michigan's efforts, the Great Lakes are ailing from a multitude of stressors, including aquatic invasive species, toxic contamination of river and lake sediments, partially or inadequately treated sewage discharges, pollution from nonpoint sources, and coastal habitat loss. Combined, these stressors will have long-lasting effects on the Great Lakes, Michigan's economy, and our way of life; and
Whereas, There has been an unprecedented collaborative effort on the part of 1,500 people representing federal, state, and local governments, Native American tribes, nongovernmental entities, and private citizens to develop an Action Plan to Restore and Protect the Great Lakes; and
Whereas, Implementation of the Action Plan can restore the ecology of the Great Lakes and avert impending environmental threats to the region; and
Whereas, A recent report by the federal Great Lakes Interagency Task Force has, at the eleventh hour, attempted to change the rules that the Regional Collaboration operated under by recommending that the strategy be constrained by current budget projections; and
Whereas, The action plan previously developed through the Regional Collaboration includes recommendations that call on the states and federal government to take substantial new steps jointly in the restoration and protection of the Great Lakes; now, therefore, be it
Resolved by the Senate (the House of Representatives concurring), That we urge the Great Lakes Regional Collaboration and the United States Congress to take prompt action to finalize, endorse, implement, and invest in the Action Plan to Restore and Protect the Great Lakes; and be it further
Resolved, That we urge the United States Congress to adopt legislation to implement and fully invest in the Action Plan; and be it further
Resolved, That we intend for the state of Michigan to continue its proud tradition of Great Lakes stewardship and fulfill its commitment to restoring the Great Lakes by taking substantial steps and, whenever practical, match federal funding to implement the Action Plan to Restore and Protect the Great Lakes; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States, the President of the United States Senate, the Speaker of the United States House of Representatives, the members of the Michigan congressional delegation, the Great Lakes Commission, the Great Lakes Legislative Caucus, the International Joint Commission, the Great Lakes Fishery Commission, the Michigan Office of the Great Lakes, the Michigan Department of Environmental Quality, and the Michigan Department of Natural Resources.
The Senate has adopted the concurrent resolution.

WHEREAS, under Section 7 of Chapter 1 of Title 4 of the United States Code, 4 USC 7, in the event of the death of a present or former official of the government of any state, territory, or possession of the United States, the governor of that state, territory, or possession may proclaim that the flag of the United States of America be flown at half-staff;
WHEREAS, it is appropriate that the flag of the United States of America be flown at half-staff on state buildings and facilities upon the death of elected state officials and former elected state officials as a mark of respect for their memory;
WHEREAS, the Governor was saddened to learn of the passing of The Honorable Herb S. Kehrl, State Representative for the 56th District, on Tuesday, November 29, 2005;
WHEREAS, Representative Kehrl was dedicated to his community, where he spent his life working as an educator and a volunteer, and to the citizens of the 56th District;
NOW, THEREFORE, I, Jennifer M. Granholm, Governor of the State of Michigan, by virtue of the power and authority vested in me by the Michigan Constitution of 1963, the laws of the State of Michigan, and the laws of the United States, proclaim:
1.
