Rep. Bruce Caswell, from the 58th District, offered the following invocation:

"Will you bow your heads and share with me these words:

Is God angry at sin?

Of course he is. But it's mainly the sin, not the sinners, that gets him angry. Even if we want to see him as angry at us he's only angry at us temporarily-and because he loves us, certainly not because he hates us. God hates the sin we commit because he hates anything that hurts us, and he will do anything to warn us against it. But he can't force us to choose against sin, we must do that ourselves.

God knows far better than we ever can that our actions have consequences and that many times we hurt ourselves by the things we choose to do. If we do certain things, we will end up suffering for it. God gives us rules and commandments to prevent us from hurting ourselves and others-to increase our joy, not to kill it. So, if you're harming yourself, God will scream at you, in a way, because you are harming someone who is infinitely precious to himyourself! He does this because he loves you, not because he hates you. He loves all of us passionately, more deeply than we can really ever grasp. We commit these words to our Father. In Jesus' name we pray, Amen."

Motions and Resolutions

Reps. Hoogendyk, Drolet, Gosselin, Sheen, Acciavatti, Baxter, Casperson, Caul, Elsenheimer, Farhat, Garfield, Green, Hildenbrand, Marleau, Meyer, Mortimer, Nitz, Nofs, Palmer, Pearce, Rocca, Shaffer, Stahl, Steil, Taub and Vander Veen offered the following resolution:

House Resolution No. 192.

A resolution to memorialize the Congress of the United States to repeal the federal excise tax on telecommunications.

Whereas, The federal excise tax on telecommunications was enacted in 1898 for the purpose of funding the Spanish-American War. The tax was introduced as a "temporary" luxury tax; and

Whereas, Telephone service is no longer a luxury, but rather a necessity for consumers of all income levels. The federal excise tax is therefore regressive, as low-income Americans pay a higher percentage of their income for telephone services than high-income Americans; and

Whereas, Telecommunication services are the infrastructure upon which new technologies, including the Internet, depend, and therefore the telecommunications excise tax discourages expansion of both the telephone infrastructure and new technologies; and

Whereas, The revenue from the federal excise tax on communications flows into the general fund, rather than being earmarked for a specific purpose. Indeed, both Houses of Congress passed a repeal of the federal excise tax on telecommunications in 2000. The measure was vetoed by President William Jefferson Clinton; now, therefore, be it

Resolved by the House of Representatives, That we hereby memorialize the Congress of the United States to repeal the federal excise tax on telecommunications; and be it further

Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

The resolution was referred to the Committee on Tax Policy.

Reps. Gosselin, Drolet, Sheen, Hoogendyk, Acciavatti, Baxter, Casperson, Caul, Elsenheimer, Farhat, Garfield, Hansen, Hildenbrand, Jones, Marleau, Mortimer, Nitz, Nofs, Palmer, Pearce, Rocca, Shaffer, Stahl, Steil and Vander Veen offered the following resolution:

House Resolution No. 193.

A resolution to memorialize the Congress of the United States to abolish the death tax permanently.

Whereas, Under tax relief legislation passed in 2001, the federal death tax was temporarily phased out but not permanently eliminated; and

Whereas, Farmers and other small business owners will face losing their farms and businesses if the federal government resumes the heavy taxation of citizens at death; and

Whereas, This is a tax that is particularly damaging to families who are working their way up the ladder and trying to accumulate wealth for the first time; and

Whereas, Employees suffer layoffs when small and medium businesses are liquidated to pay death taxes; and

Whereas, If the death tax had been repealed in 1996, the United States economy would have realized billions of dollars each year in extra output, and an average of 145,000 additional new jobs would have been created; and

Whereas, As indicated by votes in the past in the United States House of Representatives and Senate, it is clear that repeal of the death tax holds wide bipartisan support; now, therefore, be it

Resolved by the House of Representatives, That we memorialize the Congress of the United States to abolish the death tax permanently; and be it further

Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

The resolution was referred to the Committee on Tax Policy.

Reps. Sheen, Drolet, Gosselin, Hoogendyk, Acciavatti, Baxter, Booher, Casperson, Caul, Elsenheimer, Farhat, Garfield, Green, Hansen, Hildenbrand, Lemmons, Jr., Marleau, Meyer, Mortimer, Nitz, Nofs, Palmer, Pearce, Sak, Shaffer, Stahl, Taub and Vander Veen offered the following resolution:

House Resolution No. 194.

A resolution to urge the Congress of the United States to reform the United States tax code.

Whereas, The United States tax code has become increasingly complex and burdensome for American families and businesses. Congress has enacted 15,000 changes to the tax code since 1986, and each of these changes resulted in more complexity and burdensome requirements on American taxpayers. This increased complexity and lack of transparency creates substantial uncertainty for taxpayers in figuring out their tax bill each year. Indeed, American families and businesses spent 3.5 billion hours filling out their tax forms, costing $150 billion just to ensure that their taxes were paid correctly; and

Whereas, The tax base has become increasingly diluted as tax deductions have made special preferences for particular economic activities. High marginal tax rates on income and investment penalize work, savings, and investment. Multiple layers of double taxation on savings and investment coupled with increasing compliance costs are reducing economic growth, job creation, and household savings; and

Whereas, Tax law changes have not kept pace with a growing and dynamic international economy, thus leaving American workers and businesses at a significant competitive disadvantage with foreign competitors. For America to continue to be a leader in the global economy, Congress needs to enact tax reform which greatly reduces compliance costs, eliminates double taxation of savings and investment, and taxes one time and at one rate; now, therefore, be it

Resolved by the House of Representatives, That we hereby urge the Congress of the United States to reform the United States tax code; and be it further

Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

The resolution was referred to the Committee on Tax Policy.
