Rep. John Garfield, from the 45th District, offered the following invocation:
"Dear Father in heaven, in Jesus' name I lift up our president and country to You. I believe that our leader's heart is in Your hand, so I ask You to give him wisdom and guide him in the way that You would have him lead.
Father, I pray that You would encircle our president with prudent counsel men and women of integrity that honor and follow Your ways and who place the health of our nation above their own and whose motives are for that which is upright.
I pray that You would bestow upon our leader discernment, understanding and knowledge, that our nation may experience stability and blessings within our borders and abroad.
I thank You and pray for our president as commanded in Your Word, 'I urge, then, first of all, that requests, prayers, intercession and thanksgiving be made for everyone for kings and all those in authority, that we may live peaceful and quiet lives in all godliness and holiness.' (I Timothy 2:1-2)
I lift up our servicemen and women in our country and on foreign shores, that they may be protected and examples of Your character. I honor and am grateful for those who have gone before us and paid the ultimate sacrifice of their lives, bless and encourage their families.
For us, as Your instruments here in the Michigan House of Representatives I pray, in the words of our nation's 1st President, George Washington, 'Direct my thought, words and work, wash away my sins in the immaculate Blood of the Lamb, and purge my heart by The Holy Spirit...Daily frame me more and more into the likeness of The Son Jesus Christ.' In Jesus name, Amen."

Rep. Tobocman, having reserved the right to explain his nay vote, made the following statement:
"Mr. Speaker and members of the House:
In the immediate wake of the U.S. Security and Exchange Commission's largest fine ever imposed, loosening the State's insurance regulations is of concern. More disturbing is the fact that the $1.64 billion fine against American Insurance Group, Inc. was targeted at various accounting practices that put consumers at risk. This fine and the impact of the AIG violation were not public information at the time this bill first came to the House Floor. Today, despite improvements in the Senate, I feel unable to support the legislation. Our thirst for jobs should not blind basic national insurance accounting standards and their designed protections for consumers, particularly those depending on life insurance in the present context."
