"Father, today, on this, our National Day of Prayer, we ask You to bless our President, our Vice-President and his key advisors.

Bless the members of the U.S. Senate and the U.S. House of Representatives and in particular, those who represent our great state.

We ask You to bless our Governor, our Lt. Governor, and their advisors.

Bless the members of our State Senate and those here in our house Chamber.

We pray, Lord Jesus, for our Leaders. We are deeply concerned that they may know the will of God, and that they may have the spiritual courage and grace to follow it.

Deliver them, we pray, from all selfish considerations. Lift them above the claims of politics. Fill them with the spirit of God that shall make them fearless to seek, to know, to do the right. Save them from the friends who, in the name of politics or even friendship, would persuade them from that holy path.

Strengthen and empower their advisers. Bring them, too, to their knees in prayer. May their example and their influence spread, that we, in the United States, may yet have a government of people who know Thee, the Almighty God, as their friend, and who place Thy will first in their lives as well as in their prayers.

Hear and answer, we pray Thee, forgiving us all our unworthiness; cleansing us from every ignoble thought and unworthy ambition that we may be renewed in spirit and mind and heart, through Jesus Christ, our Lord. Amen."

A bill to amend 1986 PA 32, entitled "Emergency telephone service enabling act," by amending sections 401, 407, 408, 412, and 717 (MCL 484.1401, 484.1407, 484.1408, 484.1412, and 484.1717), section 401 as amended by 1999 PA 81, sections 407 and 412 as added by 1999 PA 78, section 408 as amended by 2006 PA 74, and section 717 as added by 1999 PA 79.

Was read a second time, and the question being on the adoption of the proposed substitute (H-1) previously recommended by the Committee on Energy and Technology,

The substitute (H-1) was adopted, a majority of the members serving voting therefor.

Rep. Nofs moved to amend the bill as follows:

1. Amend page 10, line 1, after "SHALL" by striking out "BE ASSESSED" and inserting "COLLECT".

2. Amend page 10, line 2, after "MONTH" by striking out "FOR" and inserting "FROM".

3. Amend page 10, line 24, after "AND" by striking out the balance of the subparagraph and inserting "HAS 1 OF THE FOLLOWING:

(A) A MICHIGAN TELEPHONE NUMBER OR A MICHIGAN IDENTIFICATION NUMBER FOR THE SERVICE.

(B) A SERVICE FOR EXCLUSIVE USE IN AN AUTOMOTIVE VEHICLE AND WHOSE PLACE OF PRIMARY USE IS WITHIN THIS STATE. AS USED IN THIS SUB-SUBPARAGRAPH, "PLACE OF PRIMARY USE" MEANS THAT PHRASE AS DEFINED UNDER 4 USC 124.".

House Bill No. 5979, entitled

A bill to amend 1951 PA 51, entitled "An act to provide for the classification of all public roads, streets, and highways in this state, and for the revision of that classification and for additions to and deletions from each classification; to set up and establish the Michigan transportation fund; to provide for the deposits in the Michigan transportation fund of specific taxes on motor vehicles and motor vehicle fuels; to provide for the allocation of funds from the Michigan transportation fund and the use and administration of the fund for transportation purposes; to set up and establish the truck safety fund; to provide for the allocation of funds from the truck safety fund and administration of the fund for truck safety purposes; to set up and establish the Michigan truck safety commission; to establish certain standards for road contracts for certain businesses; to provide for the continuing review of transportation needs within the state; to authorize the state transportation commission, counties, cities, and villages to borrow money, issue bonds, and make pledges of funds for transportation purposes; to authorize counties to advance funds for the payment of deficiencies necessary for the payment of bonds issued under this act; to provide for the limitations, payment, retirement, and security of the bonds and pledges; to provide for appropriations and tax levies by counties and townships for county roads; to authorize contributions by townships for county roads; to provide for the establishment and administration of the state trunk line fund, local bridge fund, comprehensive transportation fund, and certain other funds; to provide for the deposits in the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds of money raised by specific taxes and fees; to provide for definitions of public transportation functions and criteria; to define the purposes for which Michigan transportation funds may be allocated; to provide for Michigan transportation fund grants; to provide for review and approval of transportation programs; to provide for submission of annual legislative requests and reports; to provide for the establishment and functions of certain advisory entities; to provide for conditions for grants; to provide for the issuance of bonds and notes for transportation purposes; to provide for the powers and duties of certain state and local agencies and officials; to provide for the making of loans for transportation purposes by the state transportation department and for the receipt and repayment by local units and agencies of those loans from certain specified sources; and to repeal acts and parts of acts," by amending section 10 (MCL 247.660), as amended by 2004 PA 384.

A resolution to urge Michigan's Attorney General to conduct an investigation to determine if oil companies are violating the state's antitrust statutes.

Whereas, The steady rise in gasoline prices is taking a significant toll on families and businesses across our state and the entire country. While there are clearly many factors involved in the cost of such a vitally important commodity, the accompanying rise in oil company profits to staggering levels has aroused the ire and suspicions of many people; and

Whereas, As American consumers confront the challenges of absorbing ever-rising costs for gasoline, it seems that this cost is not being shared fairly when oil companies reap massive financial benefits at the same time. Over the years, expressed concerns over mega mergers in the oil industry have seemingly been ignored. The result is fewer and fewer, larger and larger corporations; and

Whereas, The public has every right to expect that the markets that determine prices are fair and not being unfairly swayed. Record corporate profits in the face of a worldwide challenge do not seem to reflect the sense of fairness that the American people believe in and rely upon as we make decisions for our businesses and our families. Every effort must be made to ensure that antitrust measures in state law are not being violated; now, therefore, be it

Resolved by the House of Representatives, That we urge Michigan's Attorney General to conduct an investigation to determine if oil companies are violating the state's antitrust statutes; and be it further

A resolution honoring the Detroit Free Press upon the occasion of its 175th anniversary.

Whereas, It is with deep appreciation of the significance of this milestone that we commend the management and staff of the Detroit Free Press as they mark the 175th anniversary of the founding of this exemplary business. A winner of eight Pulitzer Prizes, it was first published as the Democratic Free Press and Michigan Intelligencer on May 5, 1831. At the beginning, the Detroit Free Press staff consisted of McKnight, an African American printer, and an apprentice. Methods were primitive and newsgathering was difficult; and

Whereas, Faced with many challenges over the first 20 years, which included changes of ownership, locations and various name changes, the long name was shortened to the Democratic Free Press and in 1835. The Detroit Free Press became the Michigan Territory's first daily newspaper. It then changed its name again to the Detroit Daily Free Press to announce its frequency. After experiencing several stops and starts, in 1853, Wilbur F. Storey took over as owner and editor and the Free Press entered a new era of prosperity and progress. Storey took the Detroit Free Press from a local paper to one that has innovated the nation. The Detroit Free Press soon became known as an authority on happenings on both a local and national level and continued to grow, adding more sections and contributors to its news lineup; and

Whereas, Since its founding in Metropolitan Detroit, the Detroit Free Press has become a vital element in keeping Michigan informed and connected to national affairs and local events. Over the years, the Detroit Free Press has had many owners and editors nurture and advance its content and subscription levels. It is currently owned by Gannett. The Detroit Free Press has had many challengers over the years, but has continued to grow and enjoys the status of surviving longer than any of its competitors. This success in maintaining competitiveness during an era of many challenges is the direct result of the commitment of the people of this company and their ability to work together to offer the best in news coverage and services over the years. Even as our cyclical Michigan economy has presented obstacles to growth and stability, the Detroit Free Press has sustained itself through dedication and innovation; and

Whereas, In looking back over the 175 years of the Detroit Free Press' history, it is clear that this business has set its course with a continuing look towards the future. While the changes of the marketplace dictate many of the decisions for any good company, the Detroit Free Press has also demonstrated the importance of looking beyond the balance sheet alone to include the ideas of its people and the role of the company in community life in making its choices. We are grateful for all that the Detroit Free Press has contributed to Metropolitan Detroit and all of Michigan; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body honor the Detroit Free Press upon the occasion of its 175th anniversary. We salute them on this happy occasion and wish them well in the years to come; and be it further
