A bill to amend 1893 PA 206, entitled "An act to provide for the assessment of rights and interests, including leasehold interests, in property and the levy and collection of taxes on property, and for the collection of taxes levied; making those taxes a lien on the property taxed, establishing and continuing the lien, providing for the sale or forfeiture and conveyance of property delinquent for taxes, and for the inspection and disposition of lands bid off to the state and not redeemed or purchased; to provide for the establishment of a delinquent tax revolving fund and the borrowing of money by counties and the issuance of notes; to define and limit the jurisdiction of the courts in proceedings in connection with property delinquent for taxes; to limit the time within which actions may be brought; to prescribe certain limitations with respect to rates of taxation; to prescribe certain powers and duties of certain officers, departments, agencies, and political subdivisions of this state; to provide for certain reimbursements of certain expenses incurred by units of local government; to provide penalties for the violation of this act; and to repeal acts and parts of acts," by amending section 27a (MCL 211.27a), as amended by 2006 PA 378.

House Resolution No. 316.
A resolution to memorialize the United States Congress to repeal or amend the Professional and Amateur Sports Protection Act of 1992 to permit major cities to allow regulated sports betting.
Whereas, The Professional and Amateur Sports Protection Act limits sports betting to a small number of locations that had sports betting at the time the federal legislation was enacted. Las Vegas licensed sports pools are the most notable and most significant exception to the federal ban; and
Whereas, Large metropolitan areas are being deprived of a lucrative source of revenue in the midst of tough economic times. We live in an era when our people have a variety of gaming opportunities through the Lottery, Indian casinos, commercial casinos, bingo, and charitable gaming. While it may have made some sense in 1992 to restrict legal sports betting, the proliferation of legal forms of gaming and the existence of illegal sports betting make the continued near monopoly of Las Vegas obsolete. Our major cities should have the opportunity to strengthen their fiscal integrity by using a method already legal but denied to the vast majority of our local governments; and
Whereas, While sports betting is highly restricted in the United States, Michigan faces the unique lure of legal sports betting in our own neighborhood despite the federal ban. Windsor's casino now boasts legalized college and professional sports betting. The intent is to once again lure Michigan residents to Windsor to spend our hard-earned money. Michigan rose to the challenge of commercial gaming in Windsor by establishing our own casinos in Detroit in the last decade. Michigan can again compete with this new challenge if the federal government will allow a level playing field; now, therefore, be it
Resolved by the House of Representatives, That we memorialize the United States Congress to repeal or amend the Professional and Amateur Sports Protection Act of 1992 to permit major cities to allow regulated sports betting; and be it further

A resolution recognizing the month of November as National Family Caregiver Month in the state of Michigan.
Whereas, It is with great pride that we honor and celebrate family caregivers across Michigan during National Family Caregiver Month. Approximately 50 million family caregivers nationwide have sacrificed their time and energy and offered their talents to care for the ones they love in their home rather than in a nursing home or care facility. We commend those caregivers for their tremendous acts of service and their charitable attitude toward those who don't have the strength or health to maintain a wholesome lifestyle on their own; and
Whereas, These brave men and women want to ensure their family members or close friends are receiving the best care possible. Through their efforts they can help these long-term care individuals sustain a comfortable way of life. Many family caregivers may feel the physical, mental and emotional burdens of providing care for long-term care individuals. For this reason, family caregivers can reach out for help to the National Private Duty Association for additional resources and assistance; and
Whereas, We encourage all Michigan family caregivers to continue believing in themselves and the work they do. These caregivers have touched many lives by their service and those touched will be forever grateful. Caregiver's families have also selflessly allowed them to give of their time to serve people in this capacity, and we thank them for their sacrifice. Their efforts will always be remembered and will mend the hearts and lives you save; now, therefore, be it

Whereas, The state of Michigan and the Greater Kalamazoo community recognize the importance of student success and educational excellence in creating vitality and economic development for the entire state; and
Whereas, A strong correlation has been documented between educational attainment and a community's quality of life; and
Whereas, The Kalamazoo Promise not only dramatically intensifies the Kalamazoo area's focus on and commitment to education, it also supports Governor Granholm's emphasis on the need for greater higher education opportunity; and
Whereas, The state is grateful to the generous anonymous donors who made the Kalamazoo Promise possible, and also recognizes the responsibility of every citizen to take ownership of and build on the promise of educational success and community vitality; and
