Our Lord, we want to thank You for this opportunity that we have to come into this place and, Lord, that we can do business that matters to people and to You.
Lord, we want to thank You for our heritage. What a wonderful Judeo-Christian heritage we have. Lord, I pray that we would be true to that heritage today. We pray that You would lead and direct us. We pray for Your mercy upon this land; that You would bless. We thank You, Lord, for all the way that You've brought us. We thank You, Lord, for the public servants You have given us. We pray that You would lead them and give them wisdom.
We pray, O God, that You would have mercy on us where we have gone astray; that, Lord, You would forgive us in cases where we have been selfish and self-indulgent; and, Lord, where we would not compromise Your truth, but we would stand for Your truth. In a day where it seems that the truth is so neglected, we pray that we would stand up for it and we would be Yours.
O God, have Your way. May we do Your will. May we be faithful and not give up in this cause of walking with You and doing what's right. We pray this in Your precious name. Amen.

Having more shipping traffic than the Suez Canal or the Panama Canal, this has served as a strategic port, a strategic point for our state. It has been critical for the development of the upper Great Lakes, and the 150th anniversary will be a celebration to talk about the economic impact and the historical impact going back to the fur traders.
We're also excited about the future and the importance of this area as it develops in the upper Great Lakes. I ask for your support on this very important resolution.

Statements
Senators McManus and Scott asked and were granted unanimous consent to make statements and moved that the statements be printed in the Journal.
The motion prevailed.
Senator McManus' statement is as follows:
Madam President, I rise today to give voice to the families of Lake County, which is one of the state's poorest areas. Today, these families are worried that the county's largest employer will be eliminated with a stroke of the Governor's pen.
Madam President, my constituents wonder why the Governor doesn't seem to care about their economic situation--a situation the Governor created by proposing to close the Michigan Youth Corrections Facility in Baldwin. I have to be honest, many people in Lake County think the Governor's plan to close Baldwin has more to do with politics than with balancing the budget. And when you look at the facts, this concern does not seem to be far-fetched.
For years, the Michigan Corrections Organization, the union that represents corrections officers in the state's prisons has had the Baldwin facility in its crosshairs simply because it is a privately-run prison. Never mind that Baldwin's corrections officers are represented by the International Union of Security, Police, and Fire Professionals of America.
Just this week, the MCO's chief lobbyist was quoted in the Detroit Free Press saying the Governor's plan to close Baldwin would be "a promise kept." A promise kept? Madam President, if this is the case, I believe this body should be asking the Governor what other political promises she's made that will cost Michigan families their jobs.
From the Governor's first announcement of her intention to close the Baldwin facility, the working families from Lake County have come before us to say that they cannot afford to lose 220 good-paying jobs, that they cannot afford to lose more than 25 percent of the local property tax revenue, and that they will not be able to attract another business capable of filling the economic hole that will be created if the youth prison closes.
You would think that a Governor, whose slogan has been "Jobs Today, Jobs Tomorrow," would be bending over backwards to protect 220 middle-class jobs. But that is not the case. Our voices have fallen on this administration's deaf ears. "We've got to balance the budget," they said. "We have to make difficult decisions," they told us.
Then something happened, ladies and gentlemen. The name of the prison on the chopping block changed. Now the good people of the Upper Peninsula have been making the same arguments that Lake County folks have been making for months. Did the Governor tell them the state's budget crisis trumped their local concerns? No.She blamed Republicans for playing politics with the budget.
Short of who represents the corrections officers and in whose legislative district the prison is located, the impact in Lake County or Luce County is the same. Madam President, the people of Lake County are wondering why their arguments were not valid? But those same arguments we've heard--sometimes word for word--given by the people of the Upper Peninsula.
There are good people on both sides of this issue. But when we are talking about the livelihoods of hundreds of people and the future of entire communities, surely we can come together in a bipartisan manner and balance the budget without sending more families to the unemployment line.
My colleague in the House from Escanaba has a plan to trim the Department of Corrections budget across the board. I hope the Governor will consider all options seriously instead of digging in her partisan heels. We all want our communities to prosper, but we do not want to be picking winners and losers.
Senator Scott's statement is as follows:
I would like to thank the chair of the insurance and banking and finance group for having this hearing in Detroit on Monday, June 27th, from 5:30 to 7:30p.m. at the Greater Emmanuel Institutional Church of God in Christ.
You know, as I told my colleagues earlier, it is me today and you tomorrow. I'm finding now that all over this state we're having insurance problems. So I'm very glad that we're doing these workgroups, and I hope that we will soon start, however, debating these bills so that we can make a difference.
It's up to us as legislators to make sure that we have some bills that will help the citizens of this state with insurance.
