Senator Clark-Coleman offered the following resolution:

            Senate Resolution No. 97.

            A resolution honoring the life and legacy of former Wayne County Executive Edward H. McNamara.

            Whereas, Edward H. McNamara served the public for 40 years--four terms as the chief of Wayne County and 16 years as mayor of Livonia, Michigan. His service and dedication to the great people of Michigan are immeasurable; and

            Whereas, During his tenure as Wayne County executive, McNamara restored fiscal stability to Wayne County government by erasing a $135 million deficit. His administration recorded 16 consecutive balanced budgets; and

            Whereas, Ed McNamara transformed Wayne County-Detroit Metro Airport with a $1.6 billion capital improvement project that resulted in the construction of two new runways and a new midfield terminal. Metro Airport is now one of the most modern and efficient airports in the world; and

            Whereas, Ed McNamara laid the groundwork for Detroit's enormously successful hosting of Super Bowl XL. He was responsible for building both Ford Field and Comerica Park, which were the catalysts for the Motor City's resurgence; and

            Whereas, The McNamara administration was marked by innovation and creativity. Under his leadership, Wayne County pioneered health care coverage for the working poor and the indigent and developed new approaches to criminal and juvenile justice; and

            Whereas, Ed McNamara was an outdoorsman, and his administration resurrected Wayne County parks. Under his watch, formerly unkept parks were repaired, re-groomed, improved, and made ready for all county families to enjoy; and

            Whereas, Ed McNamara inspired many of his employees to pursue careers in public service. His former employees include Michigan Governor Jennifer Granholm, Wayne County Sheriff Warren Evans, Detroit Medical Center Chief Executive Mike Duggan, U.S. Attorney Saul Green, State Senators Hansen Clarke and Irma Clark-Coleman, and Detroit Mayor Kwame Kilpatrick; and

            Whereas, His greatest commitment and loyalty were to his family: his wife Lucille of 47 years, his five children, and five grandchildren; now, therefore, be it

            Resolved by the Senate, That we offer this expression of our highest esteem to honor the memory of Edward H. McNamara for his 40 years of irreproachable, commendable public service; and be it further

            Resolved, That a copy of this resolution be transmitted to the McNamara family as evidence of the admiration we will always hold for his memory.
