A bill to amend 1978 PA 472, entitled "An act to regulate political activity; to regulate lobbyists, lobbyist agents, and lobbying activities; to require registration of lobbyists and lobbyist agents; to require the filing of reports; to prescribe the powers and duties of the department of state; to prescribe penalties; and to repeal certain acts and parts of acts," by amending section 6a (MCL 4.416a), as added by 1994 PA 383.

The bill was read a second time.

Reps. Pearce and Corriveau moved to amend the bill as follows:

1. Amend page 1, line 4, after "LOBBYING" by inserting "THAT IS EQUAL TO OR EXCEEDS THE MONETARY THRESHOLD REQUIRED FOR REGISTERING AS A LOBBYIST AGENT".

2. Amend page 2, line 1, after "LOBBYING" by inserting "THAT IS EQUAL TO OR EXCEEDS THE MONETARY THRESHOLD REQUIRED FOR REGISTERING AS A LOBBYIST AGENT".

Whereas, The members of the Michigan House of Representatives are dedicated to providing a quality education to all children in Michigan; and

Whereas, The citizens of Michigan recognize reading as fundamental to children's education; and

Whereas, Research shows that children who read regularly, especially with adults, have greater success in schools; and

Whereas, Reading is essential to everyday life, both inside and outside of the classroom; and

Whereas, Reading can open doors and allow children to explore the entire world and beyond; and

Whereas, Reading is a cornerstone to building productive, contributing citizens; and

Whereas, Theodor Geisel, also known as Dr. Seuss, is a beloved children's author who has written 137 children's books and whose use of rhyme makes his books an effective tool for teaching young children the basic skills they need to be successful readers; and

Whereas, "Read Across America" is a national celebration of Dr. Seuss's 103rd birthday on March 2, 2007. It promotes reading and adult involvement in the education of our students; and

Whereas, The Michigan House of Representatives recognizes and promotes the importance of community and parental involvement in every child's success in school; and

Whereas, The Michigan House of Representatives is committed to making Michigan's children, and America's children, the best readers in the world; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body proclaim March 1, 2007, as "Reps Read Across Michigan Day".

House Resolution No. 31.

A resolution to memorialize the Congress of the United States to establish a "Marshall Plan" for the United States automotive industry.

Whereas, At a time when our country's auto sector is facing untold, and often unfair, challenges, it is in our national interest to establish a "Marshall Plan," similar to the plan instituted to jump-start the decimated post-WWII European economy, to help accelerate the domestic production of alternative fuel and advanced technology vehicles. Providing assistance to the automobile manufacturers and auto parts suppliers to dramatically accelerate the domestic production of alternative fuel and advanced technology (hybrid, clean diesel, and fuel cell) vehicles and their key components is of paramount importance to our entire economy; and

Whereas, Only through action of the federal government could a comprehensive plan be developed to help retain and create tens of thousands of jobs for American workers, and assure that American companies are producing the cars and trucks of the future right here in the United States. Providing the opportunity for the automotive sector to retool and expand existing facilities, and helping to make sure that there is a level playing field among all automotive companies with respect to corporate taxes and health care costs, will produce tremendous benefits for years to come; and

Whereas, Indeed, a Marshall Plan would have any number of direct and indirect benefits. It would reduce our dependence on foreign oil, thereby reducing our dangerous reliance on foreign oil and increasing our energy security. It would also improve the environment by reducing global warming emissions. The plan would further generate additional revenue for federal, state, and local governments because of the jobs that would be created for American workers. Moreover, it would benefit consumers through lower costs for flex fuel and advanced technology vehicles, and lower overall fuel costs. Finally, the plan would help corporate profitability and help ensure that workers and retirees receive the health care and retirement benefits they have earned; now, therefore, be it

Resolved by the House of Representatives, That we hereby memorialize the Congress of the United States to establish a "Marshall Plan" for the United States automotive industry; and be it further

Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

A resolution recognizing March 29, 2007, as Knights of Columbus Founder's Day in the state of Michigan.

Whereas, The organization was founded by Father Michael J. McGivney, St. Mary's parish, New Haven, Connecticut and a small group of Catholic laymen. The charter for the Knights of Columbus was received from the state of Connecticut on March 29, 1882. This year marks the 125th anniversary of the reception of their charter; and

Whereas, In forming the organization Father McGivney hoped to help Catholic men remain steadfast in their faith through mutual encouragement while establishing an elementary system of insurance for families in need; and

Whereas, The Knights of Columbus, throughout Michigan and the world, will be joining in this commemoration of 125 years of service, faith, and fraternity; and

Whereas, The Knights of Columbus is an international Catholic organization with 1.7 million members donating 64million hours of volunteer service and 139 million dollars to charitable and benevolent causes annually; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body recognize March 29, 2007, as Knights of Columbus Founder's Day in the state of Michigan.
