"Mr. Speaker and members of the House:
I cannot support HB 4322 because I believe that public facilities should not be in competition with private business. In allowing these select community colleges to be eligible for liquor licenses, we are telling our restaurants who are already facing the pressures of a poor economy, that we are happy to ignore their situation and bring in a tax-subsidized competitor. Furthermore, it sends the wrong message for our institutes of higher education to be allowed to sell alcoholic beverages when we already have college-age binge drinking at an all time high."

A resolution to memorialize the United States Congress, the President of the United States, and the United States Army Corps of Engineers to fund expansion of the Soo Locks.

With the recommendation that the following substitute (H-1) be adopted and that the resolution then be adopted.
Substitute for House Resolution No. 42.
A resolution to memorialize the United States Congress, the President of the United States, and the United States Army Corps of Engineers to fund expansion of the Soo Locks.
Whereas, The Soo Locks provide a vital link between Lake Superior and the other Great Lakes. United States, Canadian, and other foreign flag vessels make about 8,000 passages through the Soo Locks each year, carrying more than 80 million tons of iron ore, coal, wheat, and other cargo. The locks are of the utmost importance to Michigan and play a critical role in our national defense, with 70 percent of the raw materials used by United States steel manufacturers moving through the locks; and
Whereas, Expansion of the Soo Locks is needed to avoid a crippling disruption of shipping. Currently, only one lock is large enough to accommodate the large freighters that carry the majority of cargo on the Great Lakes. If the Poe Lock were to become unusable for any reason, two-thirds of the cargo would not be able to pass through the locks; and
Whereas, The United States Congress first authorized an expansion of the Soo Locks in 1986, but has not provided funding for construction of a new lock despite nearly $13 million spent on planning and design; now, therefore, be it
Resolved by the House of Representatives, That we memorialize the United States Congress, the President of the United States, and the United States Army Corps of Engineers to fund expansion of the Soo Locks; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States, the President of the United States Senate, the Speaker of the United States House of Representatives, the members of the Michigan congressional delegation, and the Secretary of the United States Army.
The resolution and substitute were laid over one day under the rules.

More than 1.5 million people are estimated to have been displaced from their homes, while tens of thousands of civilians have been killed or pushed into disease and malnutrition. A 2004 cease-fire agreement has proven ineffective, and the conditions for those who have been displaced can only be described as a nightmare; and
Whereas, The United States, the United Nations, the African Union, and other nations and organizations have largely ignored the grave human rights violations and suffering that are taking place. The situation in the Darfur region is acknowledged to be ethnic cleansing and may amount to genocide; and
Whereas, While the United States and other countries have tried to bring a halt to the suffering, a greater sense of urgency needs to be brought to these efforts. Our country must do all it can to influence the leadership of the UnitedNations to increase the number of troops on the ground to protect civilians and to bring pressure on the Sudanese government to halt its illegal and immoral acts. Clearly, the United States must play a leadership role in working with other nations, the United Nations, and the African Union in the effort to bring relief to this region of sorrows; now, therefore, be it
Resolved by the House of Representatives, That we memorialize the Congress of the United States and the UnitedStates State Department to increase efforts to halt the violence and to provide humanitarian assistance to the victims of the atrocities in the Darfur region of Sudan; and be it further

Consistent with the requirements of Section 88(c)(5) of the Michigan Strategic Fund Act, MCL 125.2088(c)(5), I am writing to provide notice that the Michigan Strategic Fund Board of Directors (the "MSF Board") intends to adopt a resolution (the "Proposed Resolution") on April 25, 2007, establishing the parameters of a 21st Century loan enhancement program. As you will note, the Proposed Resolution involves the approval of the Choose Michigan Fund within the loan enhancement program to: (i) increase the willingness of banks and other financial institutions to provide debt financing to companies, (ii) improve companies' debt service coverage and (iii) enhance the ability of companies to repay debt financing provided by banks and other financial institutions.
Prior to the adoption of the loan enhancement program, the Michigan Strategic Fund ("MSF") will conduct a public hearing to provide interested persons an opportunity to express any data, views or arguments regarding the Proposed Resolution. This hearing is scheduled for April 11, 2007, beginning at 2:00 p.m., and will be held in the Lake Superior Conference Room of the Michigan Economic Development Corporation, located at 300 North Washington Square, Lansing, Michigan 48913.
Copies of the Notice of Public Hearing, the Proposed Resolution and a draft description of the loan enhancement program are attached for your review.
