“As we bow our heads before our God, let us remember the words of the 34th Psalm:

I will bless the Lord at all times, and His praise shall continually be in my mouth.

Lord, we come before You today just to say Thank You.

Thank You for the blessings You continually rain down upon us, our families, and our land. Thank You for the gift of life, the gift of human love, and of course the gift of Your divine love. Lord we just want to thank You and give You all the praise. Your world is perfect, Lord, and we are in awe of the wonders You have created.

We know we often fall short of what we could be and should be, Father God, and we ask that You grant us the strength of body and strength of character to continue to strive to live according to Your divine plan.

Lastly Lord, we recognize that many in Your world call You by different names and worship You according to different traditions, but today we ask all this in the name of Your Son, Jesus Christ. Amen.”

“Mr. Speaker and members of the House:

In the current economic climate I cannot in good conscience make it any more difficult for anyone to sell their home. These questions can be asked now. A new law is not needed.”

Rep. Agema, having reserved the right to explain his protest against the passage of the bill, made the following statement:

“Mr. Speaker and members of the House:

We don’t need more restrictions to stifle homes sales. Also, often owner builders are more meticulous than builders. The question is, is this really necessary.”

Rep. Sheen, having reserved the right to explain his protest against the passage of the bill, made the following statement:

“Mr. Speaker and members of the House:

It is already difficult enough to sell a home in the state of Michigan. We do not need to create any more additional doubts or concerns in a home buyers mind. Having built portions of two homes and knowing many other people who have, owner built homes are many times more in sync with regulations than contractor built homes. Most people who build their own home, go way beyond what is necessary or the basic requirements, because they want to make everything just right. They are also way more concerned and paranoid about making a mistake, because they know a building inspector will be going over their work, than a contractor who does this every day. This is not a criticism of contractors or building professionals, who I have built two homes with. I am concerned that this will put owner built homes at a disadvantage to contractor built homes, and I do not want to see that stigma attached to them.”

A resolution honoring the life of Kimberly M. Cahill.

Whereas, Kimberly Cahill passed away Monday January 21, 2008 after a brief but courageous battle with cancer. Kimberly served as the 72nd president of the State Bar of Michigan. She was the fourth woman to hold that distinction; and

Whereas, Kimberly will always be remembered by her outstanding service to the Bar and to the legal profession. She was an extraordinarily gifted lawyer who was generous beyond measure in sharing her talents on behalf of the profession she loved. Her inspiring leadership and tireless efforts on behalf of access to justice have left an indelible mark, and have strengthened both the organized bar and the legal system in Michigan. Those of us who had the pleasure of working with her are richer for having known her, and we will miss her exuberant spirit and uncommon common sense; and

Whereas, Kimberly practiced law in Center Line for more than twenty years. Her long-time law partners were her mother, Florence Schoenherr-Warnez and sister, Dana M. Warnez. Their practice focused on real estate, probate, estate planning, and family law matters. She was also the president of Schoenherr Developments, Inc., a company that acquires, develops, constructs, and leases commercial, industrial, and office properties; and

Whereas, Kimberly served as a State Bar commissioner from 1997-2007 and chaired the Representative Assembly from 1999-2000. She also served as commissioner liaison to numerous sections and committees, and served as the statewide chair of the Bar’s Access to Justice Campaign. She also sat on the board of the Michigan State Bar Foundation, which helps administer and coordinate grants to legal service providers; and

Whereas, Kimberly was a life-long resident of Warren, and was very active in her local community. She held many leadership positions, including president of the Macomb County Bar Association in 2001-2002. She was a founding member and recent past-president of the Macomb County Bar Foundation. She also served as president of both the Macomb region of the Women Lawyers Association of Michigan (WLAM) in 1989 and the state WLAM in 1996. She also served as treasurer of the WLAM Foundation, which promotes educational opportunities for women lawyers and law students; and

Whereas, During her distinguished career, Kimberly was honored with many awards and accolades, including the Alexander Macomb Citizen of the Year Award in 1998. A graduate of the University of Michigan, she received her Bachelors of Arts in 1982 and her Jurist Doctor in 1985. She is survived by her mother, Florence Schoenherr-Warnez and sisters Dana M. Warnez and Pamela M. Cahill; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body honor the life of Kimberly M. Cahill, a lifelong champion of justice; and be it further

Resolved, That a copy of this resolution be presented to Kimberly’s family as evidence of our esteem.

 house concurrent Resolution No. 68. 

A concurrent resolution to express the intent of the legislature not to appropriate funds for the financing or rental of the proposed new State Police headquarters on the Triangle Property in downtown Lansing.

Whereas, The proposal to build a new State Police headquarters on the Triangle Property in downtown Lansing is fraught with many concerns. Among these concerns are the objections of troopers, strong evidence that the new facility would be inadequate in several critical areas, and the obvious financial constraints facing virtually all other elements of state government. The project, which already been scaled down in reaction to strong opposition, is considered by many as an example of government inefficiency; and

Whereas, Arguments for the new headquarters ignore serious matters, including the lack of helicopter facilities, more challenges to the security of the new building, and overall costs that are far in excess of the costs of operations at the present locale. The proposal also ignores serious consideration of locations elsewhere in the Capital area that could prove far more expedient; and

Whereas, With the financial struggles gripping our state—struggles that have included extended efforts to try to avoid layoffs among State Troopers—the new proposal for the State Police headquarters on the Triangle Project in downtown Lansing is flawed. For the state to continue this project through financing and rental payment would only compound problems and would not serve the people of this state appropriately; now, therefore, be it

Resolved by the House of Representatives (the Senate concurring), That we express the intent of the legislature not to appropriate funds for the financing or rental of the proposed new State Police headquarters on the Triangle Property in downtown Lansing; and be it further

Resolved, That copies of this resolution be transmitted to the Department of State Police, the Department of Management and Budget, and the Office of the Governor.
