CONTENT
House Bill 4091 would amend the Revised School Code to do the following:
-- Require the Michigan Department of Education (MDE) to develop and make available a model policy for grades K-12 that prohibited bullying or harassment at school.
-- Encourage the board of a school district or intermediate school district (ISD) or board of directors of a public school academy (PSA) to adopt and inform parents of the model policy and work with local law enforcement agencies and parents as appropriate to implement the policy.
House Bill 4162 (S-2) would amend the Revised School Code to do the following:
-- Require the board of a school district or ISD or the board of directors of a PSA to adopt and implement a policy prohibiting bullying or harassment at school.
-- Encourage a board or board of directors to include in the policy provisions concerning education, parental involvement, reporting, investigation, and intervention.
-- Require a board or board of directors to hold at least one public hearing on the policy before adopting it.
-- Require a board or board of directors to submit a copy of its policy to the MDE within 30 days after adopting it.
-- Require a board or board of directors, within one year after submitting a copy of its policy to the MDE, to submit to the Senate and House Committees on Education a report summarizing the status of the policy implementation.
The provisions established under House Bill 4162 (S-2) would be known as "Matt's Safe School Law".
The two bills are tie-barred to one another.

FISCAL IMPACT
The bills could increase administrative costs for both the Department of Education and local school districts in association with development and implementation of the required policies. An exact amount cannot be determined at this time.
