CONTENT
House Concurrent Resolution 98 would authorize construction and set the total project cost for the Muskegon Community College - Student Services One-Stop Center. Planning authorization for this project was included in Public Act 278 of 2008. This project involves renovation of existing space to consolidate all student services, including registration, records, counseling, testing career services, student placement, recruitment, financial aid, and student life. These student services functions will be on one level in a prominent location adjacent to the lobby of the main building. This One-Stop Center began as a college self-funded project and has been expanded to include nursing classrooms and other student support areas.
Due to the construction schedule for this project, the construction authorization included in this resolution is necessary to commit State support for this project.
FISCAL IMPACT
Approval of the resolution would set the total authorized cost of this project at $5.0 million. Consistent with other State Building Authority (SBA) projects for community colleges, funding is based on a 50/50 State/institution match. The project represents new SBA bond debt obligations of $2.5 million. Another concurrent resolution (authorizing conveyance of the property to the SBA and a lease between the SBA, State, and institution) will be necessary to implement SBA funding for this project
