A bill to amend 1939 PA 280, entitled
"The social welfare act,"
(MCL 400.1 to 400.119b) by adding section 14j.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 14j. (1) Effective the date of the amendatory act that
added this section, any contract held by the department of human
services for services relating to appointed attorneys,
psychologists, psychiatrists, or counseling for court-appointed,
department-appointed, or department-directed services is void and
shall be replaced using a voucher system established under state
law.
(2) Any provider of a service covered under the voucher system
established in subsection (1) who is appropriately licensed,
certified, or trained may place his or her name on a county's list
of providers covered under the county's voucher system in the
county in which he or she provides the services. His or her name
shall not be removed unless the department receives notice that the
provider has been convicted of a felony involving child abuse of a
physical or sexual nature or has been convicted of a felony
involving fraud, dishonesty, or breach of trust within 10 years
preceding the date the provider requests his or her name to be put
on the list. The list shall be made available to the public at the
time when a court or the department of human services determines a
member of the public needs to be provided with a service covered
under the voucher system.
