SENATE BILL No. 896

 

 

November 8, 2007, Introduced by Senators PATTERSON, BIRKHOLZ, RICHARDVILLE, PAPPAGEORGE, GILBERT, KAHN, BROWN, GLEASON, JANSEN and HARDIMAN and referred to the Committee on Natural Resources and Environmental Affairs.

 

 

 

     A bill to amend 1994 PA 451, entitled

 

"Natural resources and environmental protection act,"

 

(MCL 324.101 to 324.90106) by adding section 17410.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 17410. (1) The goal for waste recycling volumes in this

 

state is 50% by July 1, 2012.

 

     (2) By July 1 of each year, the department shall provide a

 

report to the standing committees of both houses of the legislature

 

with jurisdiction over matters primarily relating to natural

 

resources and the environment. The report shall contain both of the

 

following for this state for the previous year:

 

     (a) Waste diversion volumes.

 

     (b) Recycling rates.


 

     (3) In reporting waste diversion and recycling rates under

 

this section, the department shall use a methodology for measuring

 

rates that is consistent with methodology developed by the United

 

States environmental protection agency as a guide for state and

 

local governments.

 

     Enacting section 1. This amendatory act does not take effect

 

unless Senate Bill No. 889                                    

 

            of the 94th Legislature is enacted into law.
