The roll was called by the Assistant Clerk of the House of Representatives, who announced that a quorum was not present.
Rep. Rick Jones, from the 71st District, offered the following invocation:
"Heavenly Father, we thank You for this beautiful day in the great state of Michigan. We ask You to watch over the men and women serving overseas in our armed forces, and we ask You to watch over the hunters that will come to our state for the deer season to be opening later this week.
In Jesus' name, Amen."

A bill to amend 1953 PA 189, entitled "An act to provide for the taxation of lessees and users of tax-exempt property," by amending section 1 (MCL 211.181), as amended by 1998 PA 244.
The bill was read a first time by its title and referred to the Committee on Tax Policy.
Rep. Jackson introduced
House Bill No. 5456, entitled
A bill to amend 1917 PA 350, entitled "An act to regulate and license second hand dealers and junk dealers; and to prescribe penalties for the violation of the provisions of this act," by amending section 7 (MCL 445.407).
