Rep. David Agema, from the 74th District, offered the following invocation:
“Father in heaven, we praise You for who You are, for Your loving kindness, in spite of our failings. We thank You for Your promise to bless us if we obey Your Word. We praise You for Your awesome creation that demonstrates Your ultimate sovereignty. You have created us in Your image and we often fail to reflect that in our daily lives. We thank You for Your Son, Jesus Christ, that washes us clean from all of our sins.
Please give our national leaders the wisdom to perform their duties according to Your will and protect our troops from harm’s way. We thank You for the freedom that their efforts and sacrifices have given to the United States and other countries.
Father, we ask that You give us the desire to do Your will and the wisdom that only You can provide, that we may do that which is in line with Your word, and gain Your favor, that we may obtain Your many blessings. Father, we have often acted selfishly. We have sought our own agendas and ways rather than Yours. Forgive us, Lord, for such failures.
Heal our land, Lord, for the sake of those that call You Lord. May what we do here bless the people of this state and not cause harm. May we love our neighbor as ourselves and may we always remember that it is from Your hand that all blessings flow.
We give thanks, honor, and praise to Your name. Amen.”

House Resolution No. 319.
A resolution declaring Whitefish Point the Cranberry Capital of the state of Michigan.
Whereas, Whitefish Point, Michigan contains a rich agricultural heritage in cranberries dating back to frontier times when Native Americans used them for trade, dyes, teas, and wound compressors; and
Whereas, Whitefish Point is the site for the only historic cranberry farm in the state, Centennial Cranberry Farm, established in 1876 with land purchased from the United States government by John Clarke; and
Whereas, In the late 19th century, 18 farms in the area shipped cranberries to destinations around the Midwest such as Chicago and St. Louis; and
Whereas, Whitefish Point’s location on majestic Lake Superior has provided an ideal growing environment with an abundance of freshwater and acidic soil; and
Whereas, Whitefish Point has been the epicenter for cranberry production in the state of Michigan and for a lengthy period of time possessed the sole cranberry farm in the state; and
Whereas, Whitefish Point, Michigan produces over 80 tons of cranberries every year to be sold as preserves, store brand juices in major markets nationwide, raw fruits, preserves, and even wine; and
Whereas, Because cranberry production has steadily inclined on a national level, reaching record highs in 2004, it has become important to recognize and celebrate Whitefish Point’s integral role in this thriving agricultural market; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare Whitefish Point the Cranberry Capital of the state of Michigan.

House Resolution No. 321.
A resolution to memorialize the United States Congress to include funding for the Department of Defense Neurofibromatosis Research Program in the Fiscal Year 2009 defense appropriations bill.
Whereas, Each year when Congress develops the federal budget, part of the process includes appropriations specifically designated for Congressionally Directed Medical Research Programs (CDMRP). These appropriations are not requested by the President or by the Department of Defense, but rather are added at the behest of consumer advocates. The United States Army’s Medical Research and Materiel Command was chosen in 1992 to manage these congressionally mandated research funds, continuing a long history of Defense Department development of successful vaccine protocols and therapeutic strategies. From 1992 to 1995, CDMRP has managed $3.76 billion in research funding; and
Whereas, One of the programs is the Department of Defense Neurofibromatosis Research Program (DOD-NFRP). Neurofibromatosis (NF) is a genetic disorder of the nervous system that includes two distinct forms. These disorders usually result in tumors involving nerves anywhere on the body and can cause disfigurement, deafness, blindness, bone deformation, learning disabilities, and sometimes death. A parent with NF has a 50 percent chance of passing the disorder to his or her child. Spontaneous genetic changes are responsible for up to half the cases. There is currently no cure for NF, which affects more than 100,000 Americans; and
Whereas, This program was begun in Fiscal Year 1996. Through 2007, the program has received $182.3 million in defense appropriations acts. During the early part of the decade, funding levels reached $20 million or more annually, with $25 million allocated in Fiscal Year 2005. In recent years, funding has declined, to $17 million in FY 2006, $10 million in FY 2007, and $8 million in FY 2008. If this program is to reach its goal of understanding, diagnosing, and treating Neurofibromatosis in order to enhance the quality of life for people who suffer from NF, Congress must adequately fund the DOD-NFRP in the Fiscal Year 2009 defense appropriations act; now, therefore, be it
Resolved by the House of Representatives, That we memorialize the United States Congress to include funding for the Department of Defense Neurofibromatosis Research Program in the Fiscal Year 2009 defense appropriations bill; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.
The resolution was referred to the Committee on Health Policy.
Reps. Hammon, Accavitti, Ball, Bauer, Bieda, Booher, Brandenburg, Brown, Byrnes, Clack, Constan, Dean, Gonzales, Green, Hammel, Hansen, Hopgood, Huizenga, Robert Jones, Lahti, Kathleen Law, Leland, Mayes, McDowell, Meadows, Meisner, Palmer, Pearce, Polidori, Proos, Sak, Scott, Shaffer, Sheltrown, Alma Smith, Spade, Tobocman, Vagnozzi, Valentine and Warren offered the following resolution:
House Resolution No. 322.
A resolution commemorating April 6-12, 2008, as Land Surveyors Week in the state of Michigan.
Whereas, Surveyors are professionals dealing with people and situations protecting the residents of the state of Michigan; and
Whereas, The role of the surveyor has been, and remains vitally important in the development of the United States; and
Whereas, Surveyors are specialists in land measurements with the knowledge, understanding, and application of mathematics and relevant law relating to the use and development of land, which is instrumental to economic growth in the state of Michigan; and
Whereas, Surveyors provide information for the implementation through the completion of commercial, industrial, and residential projects, which provide for prosperity throughout the state of Michigan; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body commemorate April 6-12, 2008, as Land Surveyors Week in the state of Michigan.
Pending the reference of the resolution to a committee,
Rep. Tobocman moved that Rule 71 be suspended and the resolution be considered at this time.
The motion prevailed, 3/5 of the members present voting therefor.
The question being on the adoption of the resolution,
