AMENDMENT OF EXECUTIVE ORDER 2001-5
MICHIGAN COMMISSION ON LAW ENFORCEMENT STANDARDS
Department OF STATE POLICE
EXECUTIVE REORGANIZATION
WHEREAS, Section 1 of Article V of the Michigan Constitution of 1963 vests the executive power of the State of Michigan in the Governor;
WHEREAS, Section 2 of Article V of the Michigan Constitution of 1963 empowers the Governor to make changes in the organization of the executive branch of state government or in the assignment of functions among its units that the Governor considers necessary for efficient administration;
WHEREAS, the Michigan Commission on Law Enforcement Standards was created within the Department of State Police by Executive Order 2001-5;
WHEREAS, in the interests of efficient and effective administration of state government it is necessary to amend Executive Order 2001-5 to alter the composition of the Michigan Commission on Law Enforcement Standards;
NOW, THEREFORE, I, Jennifer M. Granholm, Governor of the State of Michigan, by virtue of the power and authority vested in the Governor by the Michigan Constitution of 1963 and Michigan law, order the following:
Section I.C of Executive Order 2001-5 is amended to read as follows:
“C. The Michigan Commission on Law Enforcement Standards shall consist of 17 members, including all of the following:
1. The Attorney General, or his or her designee from within the Department of Attorney General.
2. The Director of the Department of State Police, or his or her designee who is a police officer within the Department of State Police.
3. The chief of a police department located in a city with a population of more than 750,000, or his or her designee who is a command officer within that department.
4. Fourteen individuals appointed by the Governor, subject to disapproval by the Michigan Senate under Section 6 of Article V of the Michigan Constitution of 1963, including all of the following:

5. The Governor may appoint any individual meeting the membership requirements of the groups or organizations listed under Section I.C.4.a through I.C.4.j if an organization required to submit a list fails to submit a complete list of qualified nominees at least 30 days prior to a vacancy created by the expiration of a term, or not less than 30 days after the effective date of any other vacancy.
6. An individual appointed under Section I.C.4.a to I.C.4.j shall serve as a Commission member only while serving as a member of the organization that nominated the individual.
7. Members of the Commission appointed or reappointed under Section I.C.4.a to I.C.4.h after December 31, 2008 shall be appointed for a term of four years.
8. Of the members of the Commission initially appointed by the Governor under Sections I.C.4.i and I.C.4.j, one member shall be appointed for a term expiring on November 1, 2009, and one member shall be appointed for a term expiring on November 1, 2010. After the initial appointments, members of the Commission appointed under Sections I.C.4.i and I.C.4.j shall be appointed for a term of four years.
9. A vacancy on the Commission occurring other than by expiration of a term shall be filled by the Governor in the same manner as the original appointment for the balance of the unexpired term.”.

A resolution to express support for the creation of energy sector jobs in Michigan and to call for the creation of an energy trades institute, a partnership among the state, the electric utility industry, and the International Brotherhood of Electrical Workers.
Whereas, The rapid retirement of America’s skilled trade workforce in the energy sector is a critical quality of life issue for the nation; and
Whereas, The 78 million individuals born between 1946 and 1964 that comprise the “Baby Boom Generation” comprise almost 45 percent of the American workforce, and close to 70 percent of the skilled energy trades workforce; and
Whereas, The Michigan Public Service Commission, the Legislature, and the Governor are contemplating policy reliability requirements for Michigan’s electric utility industry as a result of severe storms in 2008 that resulted in lengthy losses of electric power that temporarily impacted trade, commerce, and the quality of life for thousands of Michigan residences. The assurance of electric service reliability and rapid storm response are essential to Michigan households and the productivity of the public, private, agricultural, commercial, and industrial sectors; and
Whereas, Electric line workers are the backbone of the electric utility industry and at the center of all efforts to operate and maintain the electric grid. Their services range from erecting transmission towers and utility poles to constructing and repairing the transmission lines that carry electricity from the power plant to every home, business, and enterprise; and
Whereas, There are a mere estimated 50,000 line workers across the country. Although these workers perform one of the most dangerous jobs, they also have one of the highest wage professions around the globe that does not require a college education. In Michigan, DTE Energy has only approximately 1,500 such tradesmen, and Consumers Power 500. It is estimated that 40 percent of the line worker labor force will approach retirement within 3 to 5 years; and
Whereas, The most recent Energy Policy Act Report to Congress indicated the national estimated shortage of line workers exceeded 10,000 and that the shortage of qualified candidates could limit the nation’s ability to maintain and or increase electricity supply. Such a shortage could seriously impact the economic and national security of the United States; and
Whereas, By staking out a leadership position as America’s leader in pre-apprentice and energy skilled trades training, Michigan can make a compelling case for federal funding to assist in addressing the national electric lineman labor shortage. Our state and its workers should act to create a strategy to retrain workers and create thousands of new high-wage jobs; now, therefore, be it
Resolved by the House of Representatives, That we express support for the creation of energy sector jobs in Michigan and the creation of an energy trades institute, a partnership among the state, the electric utility industry, and the International Brotherhood of Electrical Workers. We call for efforts to make our state a national training ground for electric line workers through the use of unused job training funds and targeted investment; and be it further

Whereas, The financial crisis that has gripped the country and has led to the consideration of a taxpayer bailout that could approach a cost of $1 trillion has understandably outraged people all across the country. Hardworking American families of all backgrounds and locales, who are now being asked to bail out corporations that have, in many instances, engaged in questionable if not downright illegal behavior, are stunned over what has happened in so short a period of time; and
Whereas, While all investments, including mortgages, are inherently risky, there are common sense safeguards that must be in place. It is also essential that, in whatever package is crafted to prevent further collapse of markets, no individual affiliated with the institutions or corporations participating in the rescue benefits financially; and
Whereas, As Congress and the President hammer out the details of a program to deal with this grave matter, it is imperative that full investigations be central to any legislation enacted. The actions taken by those in any decision-making posts, including board members and corporate officers, must be fully examined and wrongdoers punished. These investigations must also include any actions or negligence by members and committees of the Congress with oversight responsibilities. Without a vigorous identification of corrupt practices of the past, any steps taken now are hollow gestures rather than the true reforms that are demanded; now, therefore, be it
Resolved by the House of Representatives, That we urge the Congress of the United States to be vigorous in its investigation of the practices of the companies and individuals participating in the bailout program being established. We also call on Congress to ensure that no one connected with these corporations benefits financially from the bailout and that guidelines for lending be established; and be it further
