“Father we come before You once again…asking for Your wisdom as we do the work of the people of Michigan.

We know we have many here in this state and across the nation who are hurting,…no place to call home…little food to eat. As You command to us in Proverbs 14:31 ‘He who oppresses the poor shows contempt for their maker, but whoever is kind to the needy honors God.’ Help us to accomplish Your will.

We ask for wisdom for our Governor, Leader Bishop, Speaker Dillon and Minority Leader Elsenheimer, as we plan out what is best for this state.

We also pray for those who serve in the military…that they shall return to their families safely. Be with their families all through this holiday season. We ask this in Your name, Amen.”

“Mr. Speaker and members of the House:

Will employers not want to hire spouses of full time military knowing they will be moving frequently? There is always a cost. Military personnel know they will be forced to move. I moved 11 times in 8 years. Should my wife have taken unemployment 11 times? The sponsor of the bill said this would only affect a hand full of people. I believe this would affect many more and cost much more.”

While on active duty I moved 11 times in 8 years. My wife would be able to collect unemployment 8 times - that is unreasonable. When we join the military, we know we will be asked to move. It goes with the territory. It’s a feel good bill but we can’t afford to keep paying for things that are not necessary.”

“I’m sure all of us leave contemplating our time here with a sense of accomplishment, and probably a greater sense of regret for those things unfinished.

I would like to reflect on the issues closest to my heart and lament loose ends.

Trash, water, energy, pay equity and public health.

I am best known in this body (and certainly in Canada) for my work on the trash issue. In fact for my first two years here, I introduced myself by saying, “My name is Kathleen Law and I have a problem with a landfill.”

We have made some excellent strides by tightening regulations on what is accepted in our waste stream. Thanks to our work, trash coming into our state must meet the same tight restrictions that we place on our own trash. We no longer accept car batteries, used motor oil and other objectionable items in our landfills, with legislation that withstood an Appeals Court challenge.

However, we have not changed the economics of the trash importation trade by passing a dumping charge. Michigan continues to receive waste from our neighbors to the north, as well as, New Jersey, Pennsylvania, Ohio and 10 other states.

This legislature deserves a pat on the back for its work this term on the Great Lakes water compact. A 20 year promise fulfilled!

Our Great Lakes state should be a leader in protecting the resource that defines us and passage of the water compact ensures the Great Lakes basin will be safeguarded for years to come.

However, those of you returning must look at further strengthening this legislation. You must close diversion loopholes and do more to limit pollution from storm water run off and overflows from sewage treatment systems.

Many of you may not know that prior to my service in this body, I was a research scientist working in the field of nuclear fusion. You may also be further surprised to learn that I have introduced legislation that is transforming the energy landscape of our country— a bill that is referred to as the “Michigan model.”

House Bill 5218, would create a system of renewable energy payments (or Feed-In Tariffs). This bill has been modeled by California, Florida, Hawaii, Illinois, Minnesota, New York, Oregon, Rhode Island, Washington and Wisconsin.

Michigan needs to lead the green jobs revolution. Michigan can empower individuals and businesses, create tens of thousands of jobs and generate millions of dollars in investments.

Global climate change is the single most important issue facing the world. But, to paraphrase a leader I admire, ‘we will have exactly as much time as we need, if we start now.’

I would be remiss to deliver this speech without mention of pay equity. You should be very proud that this term we passed a package of legislation aimed at improving the economic standing of half of our working citizens— women.

Women continue to earn just 77 cents for every dollar a man earns.

We must support pay equity legislation through both chambers next session, thus protecting your daughters’ financial independence and security

One of my most neglected, but important bills bans PBDEs— House Bill 4465. For those of you who don’t know, PBDE is a flame retardant and is similar in structure to PCBs.

Reports link PBDEs to thyroid hormone disruption, learning and memory impairment, hearing problems, delayed onset of puberty, birth defects and cancer. And our children and our firefighters are most vulnerable to exposure and effects.

We simply must put this legislation as a top priority. It phases out the use of a toxic chemical in products where safe, cost-effective alternatives exist.

To my colleagues, those who are returning and those moving on to other challenges, I say, please, let us endeavor to do more to protect the citizens of our state.

To the wonderful, hardworking staff of this body, thank you truly for all that you do for the citizens of this state, and for the work you have done to make me look good.

To the incredible people of my office— Ed Dichoza, Jennie Gies, Karin Bauman Gyger and especially Lily Gyger, without you there would have been no joy in my office. Thank you for your guidance and friendship and for taking this journey with me.

Hoon-Yung Hopgood, seatmate for 6 years, the strong silent type to my one woman filibuster. Thank you.

Lastly to my constituents of the 23rd District, and my family and friends, thank you for your love and support. It is my hope that every one of us will look for ways to improve the quality of life for Michigan’s citizens and together work to achieve greatness.

Rep Caswell:

“Thank you Mr. Chairman. No one in this process is an island. I have had many people help me during my time here. I would like to thank my wife Beth, who required me to come home every night as a condition of running for this job. Her wisdom in making this demand is now very apparent. I would also like to thank my son Kevin, who also showed some basic knowledge that has proved very helpful. His comment to me when I would head off to Lansing was, ‘Remember Dad, don’t embarrass the family’. I would also like to thank Larry Julian, who believed in me when few others did. His guidance the first two years I was here proved very useful and his faith in me from the beginning was and is very humbling. I next have to mention Scott Hummel, who trusted me with the largest budget committee in our process, the Department of Community Health. I know more today about Medicaid and Mental Health than I ever dreamed I would. I tried very hard to not let him down as my appropriations chairman and I can only hope I succeeded. But this process has also opened doors to me which have allowed me to meet a wide range of thoughtful, intelligent people who truly care about this great state of ours. People like Janet Olszewski, Nick Lyon, Jan Christianson, Paul Reinhardt, Steve Fitton, Tom Martin and Mary Jane Russell. I could not have learned what I have without the patient, thoughtful help of the House Fiscal Agency, specifically Steve Stauff, Margaret Alston, Sue Frey, and Bill Fairgrieve. Thank you for the countless hours of help you gave me. To the lobbyists in Lansing, I sincerely appreciate your willingness to put me in contact with some of the best minds in the country as we all wrestled with the DCH budget and how best to serve our citizens who needed help while at the same time respecting our citizens who paid the bills. And I must mention and thank our red-coated guardians in this chamber who quite literally had my backside when I received the threatening e-mail two years ago. You folks are special.

To my caucus members past and present I thank you for your trust. There were times I was too wordy and probably told too many stories. Thank you for your patience. I spent one term in a leadership position but I fear the strength of my geekiness for numbers and budgets overcame my somewhat feeble attempts to deal with the issues that leadership demanded I take up. I can only hope that the facts I presented to you were accurate and helped you in your decision making process. To my friends on the other side of the aisle, I have appreciated your efforts as we all struggle with the economic problems of the State. Some of you I have come to respect and trust and some I have hardly gotten to know.

Gary Randall, all I can say to you is when the end of your days come ‘May you be in heaven a 1/2 hour before the devil knows you’re dead.’ Your guidance these last 6 years has proven very helpful. You are a true gentleman and the best representation of this chamber.

On my staff there have been two people I’ve worked with who have made a significant impact on my work and my district. Elizabeth Garcia has shown a quickness for learning about the DCH budget that has proven valuable for the caucus and I thank her. I believe she will go far. And David Marvin, who has been with me for the entire 6 years of my tenure, has proven to be invaluable. His dedication to my constituents, his knowledge of the bureaucracy, and his excellent work ethic have convinced me of his personal commitment to the citizens of this State, as well as the immense pride he has in doing a job well. I trust him implicitly and would do anything for him.

As for words of wisdom I can only think of this. We all have three great duties. We owe a duty to God, to respect and love Him and to try to do what is pleasing to Him. We owe a duty to ourselves, to grow and develop as a person, discover and nurture our spiritual nature, and to live a life which reflects credit to our self and our family. And we have a duty to our neighbor, which is best summed up in the Golden Rule—treat others as you would wish to be treated.

Over the last six years, I’ve met many people, all of whom have taught me something. For those members who have departed these chambers, for those who are here today, for my constituents back home, for the advocacy groups in Lansing, and for all the support personnel in Lansing who help us each and every day, I say thank you. You’ve made me the luckiest person in the world. God Bless.”

“I want to thank the voters of the 61st district for the opportunity they have given me to serve them and the state of Michigan. I want to thank my wife Erin for her unqualified support and encouragement as I did this work. I have considered it a tremendous privilege to serve my Lord and my district.

I want you to know that my desire has always been to do what I believed was best for this state and its residents. You know that I have always been a proponent of less government, low taxes and individual responsibility. I know that I have not been perfect, but I always gave it my best. I regret and apologize for those times when I offended you in my efforts to advance the legislation and agenda I believed to be best.

As I look back on the six years I had the opportunity to serve here, it strikes me that action here on the floor is much like a hockey game. The home team generally tries to move the puck faster than the opponent can follow. Often there is contact. Once in awhile someone gets checked hard, right into the boards. And, at least from a verbal point of view, there are fights that break out. Those nights when I was sleeping on the caucus room floor, I even had the feeling that we had been put in the penalty box.

But, when the game is over, you notice hockey players are still gentlemen. Win or lose, no matter how hard the game is fought, they all skate to center ice, shake hands and wish each other well. To my colleagues here in the House, I want you to know, I respect and appreciate each one of you. While we often disagreed, I never intended for those disagreements to become personal. I have held to the belief that each one of you was doing what you believed was best for your district and the state of Michigan.

Let us not forget the blessings that we all have as residents of this great state. I truly believe that we not only live in one of the most beautiful states in the nation, but we also have the greatest people. People who care about their families, who know how to work hard and who never give up.

With echoes of 2001, Americans are reminded of the challenge all free people face in resisting organizations committed to hatred and murder. As we express our solidarity and sympathy to the Indian people and the Indian-American community here in Michigan, we also urge the President and Congress to do all they can to extend assistance at this critical juncture; and

Whereas, It has become increasingly clear that no nation is immune from the threat of terrorism. Measures taken in the past to safeguard borders from attacks by armies, navies, or aircraft are inadequate against suicide missions carried out by extremists groups bent on killing innocent people. Dealing with these threats requires unprecedented cooperation among peace-loving nations and full cooperation in sharing intelligence and strategies; and

Whereas, As has been expressed by United States Secretary of State Rice, our countries must bring to bear on these issues all of the tools at our disposal, including technology, if we are to put an end to attacks such as the one that has brought so much death and sadness to Mumbai. This cooperation must also extend far beyond our two nations; now, therefore, be it

Her expertise in local governmental issues and her ability to bring people together on both sides of the aisle have greatly enriched the efforts of the legislature over the past 6 years; and

Whereas, Barbara Farrah is a dedicated public servant and champion of local concerns. After earning a bachelor’s degree in political science from the University of Michigan, she worked for the Downriver Community Conference, a consortium of local governments. She was elected to the Southgate City Council in 1991 and served on the council for 10 years, 3 of which as the Council President. She was also the vice-chairwoman of the Southgate Tax Increment Finance Authority Board; and

Whereas, Representative Farrah’s deep knowledge of local issues, her talent for diplomacy, and her roll-up-your-sleeves work ethic were an immense value to her legislative colleagues. She served on the Tax Policy Committee for her entire legislative tenure and fought to make Michigan’s tax structure fairer for residents. She worked diligently, authoring legislation to ensure seniors receive excellent care in nursing facilities and legislation that would boost homeland security by using money from drug forfeitures. She also introduced legislation that would encourage businesses to be more environmentally friendly to preserve Michigan’s land and water; now, therefore, be it

His thoughtfulness, commitment, and deep respect for the legislative process have been an asset to this body during his six years of service; and

Whereas, Edward Gaffney, after earning a bachelor of science in his native state of Connecticut, journeyed to Michigan to earn his advanced degrees and make his adopted state his home. He earned a master of science in history from Michigan State University, a juris doctorate from Thomas Cooley Law School, and a master’s of law from Wayne State University. Never one to shy away from hard work, Edward Gaffney earned his law degree while working full-time as a researcher and went on to become a bill drafter at the Legislative Service Bureau. He then used his unique experience and skills as a government affairs director for the American Automobile Manufacturers Association and as the director of the Michigan Center for Truck Safety; and

Whereas, Edward Gaffney began his record of elective public service with his election to the Grosse Pointe Farms City Council in 1991, serving as mayor from 1999 to 2002. Since his election to the House of Representatives in 2002, Representative Gaffney has been a leader on issues of import to the health of the citizens of our great state, serving as chair and vice chair of the Committee on Health Policy. He served with dedication and distinction on the standing committees charged with directing state policy on insurance, regulatory reform, ethics and elections, criminal justice, and transportation; now, therefore, be it

His belief in our state and affection for the people of the Forty-fifth District have benefited Michigan in many ways; and

Whereas, John Garfield began his service to country in 1967 when he joined the United States Army and served through the end of the Vietnam War, finishing his military service in 1974. To this day he continues to be a tireless advocate for veterans, serving in the Ninety-third Legislature as chair of the Committee on Military and Veterans Affairs. He was also appointed to the state Agent Orange Commission and worked with AMVETS, Vietnam Veterans of America, Disabled American Veterans, the Veterans of Foreign Wars, and the American Legion; and

Whereas, Representative Garfield started his public service in elective office on the Oakland County Board of Commissioners, winning a seat on that body in 1993 and serving through 2002. He joined this legislative body in 2003 where he has served with distinction and dedication. He has contributed to this body’s consideration of numerous issues, including energy supplies, veterans affairs, homeland security, economic development, and natural resource conservation; now, therefore, be it

He answered the call to return home and practice law in his hometown of Alpena, where he could help others and enjoy the many recreational opportunities of northern Michigan; and

Whereas, In 2003, Representative Gillard took the oath to serve in this body for the first time. A resolution of tribute for the Honorable Ted Hammon.

Whereas, It is with great appreciation for his commitment to public service that we salute Ted Hammon upon his departure from this chamber. Relying on his business experience and love of history, Ted Hammon has brought an open mind and practical approach to every issue he has addressed as a committed public servant at the local and state level; and

Whereas, Ted Hammon served his hometown of Burton as a City Council member from 1996 to 2000. He then moved on to serve a larger community as a member of the Genesee County Board of Commissioners from 2000 to 2006 and as chair of the county health board. While a county commissioner, Ted Hammon became particularly interested in the plight of the mentally ill in county jails. He learned that the mentally ill had a particularly high recidivism rate that was linked to the lack of access to medications. Armed with this knowledge, the county took steps to lower the recidivism rate; and

Whereas, Ted Hammon’s concern for making his community a better place has been reflected in his work in Lansing on behalf of the citizens of the Fiftieth District and the entire state. Representative Hammon contributed to this legislative body’s exploration of energy and technology issues, the conduct of elections and ethical public service, problems faced by families and children, health policy, and the conservation, preservation, and enjoyment of our state’s vast natural resources. Representative Hammon brought a steadfast commitment to public service in all of his work; now, therefore, be it

He has carried on a family tradition of public service that has greatly benefited the people of Michigan; and

Whereas, First elected to the House of Representatives in 2002, Morris Hood III won reelection in 2004 and 2006, demonstrating his commitment to his district. His background with the automotive industry gave him an appreciation for the driving force of our economy. This understanding served Representative Hood well in the legislature, and led him to serving as the chairman of the Appropriations Committee’s Fiscal Oversight and Joint Capital Outlay subcommittees. In our challenging financial circumstances, his roles in spending oversight and directing capital expenditures have shown Representative Hood to be an able legislator who has worked to move Michigan forward; and

Whereas, As he completes his tenure in the House of Representatives, we join in thanking Representative Morris Hood III for his dedication to the people of his district and his commitment to serving the entire state. His example will be an inspiration to future legislators; now, therefore, be it

A resolution of tribute for the Honorable Jacob W. Hoogendyk, Jr.

Whereas, It is a privilege for the members of the Michigan House of Representatives to join together in honoring Representative Jacob W. Hoogendyk, Jr., as he completes his tenure of service in this legislative body. First elected in 2002 from his southwest Michigan district, Representative Hoogendyk was returned to Lansing by the voters in 2004 and 2006, where he worked tirelessly on issues of policy oversight, taxation, education, families, and health; and

Whereas, Jack Hoogendyk brought a wealth of experience to Lansing. His sales and management experience in a private company gave him a sound foundation in the economic realities of our state. He also learned the nuts and bolts of government at the local level as a member of the Portage Zoning Board of Appeals and Kalamazoo County Public Health Advisory Board, and later on the Kalamazoo Board of Commissioners. His volunteer work in his community kept him in contact with his constituents, enhancing his effectiveness as a legislator. Of particular note, Jack Hoogendyk’s leadership in a faith-based nonprofit that helps young women and families overcome the challenges of unplanned pregnancies has helped many build futures when hope seemed scarce; and

Whereas, In his 6 years in the House of Representatives, Representative Hoogendyk has demonstrated a commitment to public service that has served our state and his district well. We are confident that Representative Hoogendyk’s tenure in this legislative body will stand as an example of how a citizen-legislator can affect public policy; now, therefore, be it

First elected in 2002, Hoon-Yung Hopgood has served the residents of his Wayne County Twenty-second District, earning their confidence to reelect him for 2 more terms of office; and

Whereas, A resident of Taylor since childhood, Hoon-Yung Hopgood earned his bachelor’s degree from the University of Michigan. He learned about the legislative process as an office staff member and as an education policy advisor before running for the Michigan House of Representatives. As a legislator, Hoon-Yung Hopgood focused his attention on improving K-12 education access and opportunities, as well as environmental and labor issues. He chaired the Transportation Committee and contributed his insights as a member of the committees on education, energy and technology, labor, and senior citizen issues; and

Whereas, The people of Romulus and Taylor may be proud of the representative they sent to Lansing to work on local and state issues for these last 6 years. As required by Section 220 (7) and Section 315 of Act 135, P.A. of 1986, as amended, the Michigan Department of Labor and Economic Growth is submitting the enclosed 2007-2008 annual report that addresses the status of licensing of asbestos abatement contractors, the amount of money generated by fees, the number of asbestos abatement projects inspected, the number of citations issued for violations of this act, and other applicable laws, rules, and regulations in the State of Michigan.

Copies of this annual report have been forwarded to the state capitol mail room for distribution to each member of the House of Representatives.
