Senator Nancy Cassis of the 15th District offered the following invocation:

It is morning in Michigan and the snow coats the Capitol dome in a white embrace. But soon winter’s chill will make way to spring’s warmth. We anticipate that the bitter anxieties, fears, and hardships of winter will wither away as spring flowers joyfully burst with confidence and hope.

Colleagues, it is morning in Michigan. The majesty of this forum joins us together in one solemn purpose—to do the will of our people and orchestrate their symphony of a better life.

Yes, it was morning in North Korea just a few hours ago. The morning after, an historic occasion thrust itself onto estranged people. As the New York Philharmonic played the encore to the Korean folk song “Arirang,” the crowd of 1,400 Koreans clapped more and more loudly. With that spark, the North Koreans burst into cheering and waving. The ovation continued for another five minutes. Backstage later, some musicians were in tears.

The Bible picks up this theme in Ecclesiastes 3: “To every thing there is a season, and a time to every purpose under heaven: A time to tear, and a time to sew; a time of war, and a time of peace.”

Colleagues, it is morning in Michigan and God’s miraculous grace and love surrounds us in every endeavor we seek to embrace. As St. Paul said to the Corinthians, “Let the light shine out of darkness. We are afflicted in every way, but not crushed; perplexed, but not driven to despair; struck down, but not destroyed.”

And as the melting snow quenches the earth, it is time to plant. It is morning in Michigan. Amen.

The Assistant President pro tempore, Senator Sanborn, led the members of the Senate in recital of the Pledge of Allegiance.

Statements

Senators Scott, Pappageorge and Clark-Coleman asked and were granted unanimous consent to make statements and moved that the statements be printed in the Journal.

The motion prevailed.

Senator Scott’s statement is as follows:

First, I would just like to remind my colleagues of a letter that I sent to everyone on February 21, 2008. Deacon Carolyn Hayes of my church, the Russell Street Missionary Baptist Church in Detroit, is organizing a winter clothing drive for the homeless. Coats, hats, gloves, mittens, scarves, and other warm items of clothing are welcome. The clothing will be distributed on Saturday, March 1, at Hart Plaza in Detroit. Donations can be dropped off at my office, 225 Farnum Building, through Thursday, February 28, so that I may hand them out at the March 1 distribution. Any extra warm clothing items that you may have at home would certainly be appreciated during these bitterly cold days. If you would like to join us for the distribution, volunteers will meet at 9:00 a.m. on March 1 at Friendship Baptist Church, 3900 Beaubien Street, in Detroit. Thank you for thinking of the least among us as we weather the last part of this long winter.

How could we celebrate Black History Month without a mention of former Detroit Mayor Coleman A. Young. It was Mayor Young who said, “We must take the profit out of prejudice.” And he well could have been talking about the insurance industry in Michigan because, yet today, they are reaping obscene profits from a biased and prejudicial rating system that penalizes people for where they live, their occupations, and how they pay their bills. They are able to do this because it’s a product that is required by law.

While I would love to once again hear the voice of Coleman Young, I would certainly hate to hear the words he would use to describe this situation. We must take the profits out of prejudice, and I would politely and respectfully simply ask you to move my bills please.

Senator Pappageorge’s statement is as follows:

Just an update for the members of the Senate, you recall we had quite a discussion over a resolution that we sent to the federal government to have them tighten up follow-up rules after a drug has been introduced. The example, of course, was Vioxx. We should note in the proposed budget for this next year—the federal budget—although the entire department budget is down, that part of the budget that deals with better follow-up after a drug has been approved has been increased. Now I wouldn’t want to say that our resolution did it, but you ought to know that I believe the federal government is moving in the right direction on this.

Senator Clark-Coleman’s statement is as follows:

I would like to invite my Senate colleagues to join the Michigan Legislative Black Caucus’ Black History Month celebration this evening here in the Capitol rotunda. It will truly be an American experience acknowledging the contributions and accomplishments of African Americans in this great country of ours. The theme of the program is “Embracing Our Future by Nurturing Our Youth.” It begins at 5:00 p.m., and I hope to see all of you there.
