Rep. Opsommer offered the following resolution:
House Resolution No. 439.
A resolution to memorialize the Congress of the United States to enact a second economic stimulus package with funding for transportation infrastructure needs and energy assistance.
Whereas, Congress is presently considering a second economic stimulus package as a means to combat the slowdown in our economy of late that has resulted from a host of factors, including energy cost increases. While the initial economic recovery package involved taxpayer rebates, economists now are discussing a proposal that would also include grants to states for several purposes; and
Whereas, A major feature of the proposed second stimulus package is a series of grants to help the states deal with their pressing transportation needs. Providing significant funding for this fundamental part of the nation's infrastructure should be a major component of any economic recovery package. In addressing our transportation needs, it is also essential that the longstanding inequities in the treatment of so-called "donor states" such as Michigan be recognized and, where possible, rectified in the distribution of funding grants; and
Whereas, Another key element of the economic stimulus proposal should be providing low-income energy assistance. With skyrocketing energy costs, steps must be taken to mitigate the burden on individuals and families; now, therefore, be it
Resolved by the House of Representatives, That we memorialize the Congress of the United States to enact a second economic stimulus package with $27 billion for transportation infrastructure needs and $4 billion for energy assistance; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.
