“God of wisdom, and God of justice!
Through Whom authority is rightly administered, laws are enacted, and judgment decreed, assist with Thy Holy Spirit of counsel and fortitude, the Michigan House of Representatives.
That we may conduct ourselves righteously, and be eminently useful to Thy people over whom we serve; by encouraging due respect for virtue and religion; by a faithful execution of the laws in justice and mercy.
Let the light of Thy divine wisdom direct the deliberations of this body, and shine forth in all the proceedings and laws framed for our rule and government, so that they may tend to the preservation of peace, the promotion of happiness, the increase of industry, and useful knowledge; and may perpetuate to us the blessing of liberty.
We pray for the governor of this State, for the members of this body and for all who are elected to govern our great state. May they be enabled, by Thy powerful protection, to discharge the duties of their respective stations with honesty and integrity.
May those decisions we make today, bear fruit in goodness, truth and integrity.
We ask this in Your mighty name. Amen.”

“‘I have fought a good fight, I have finished my course, I have kept the faith’ -2 Timothy 4:7.
LET IT BE KNOWN, That it is with great sadness that I join with my colleagues in mourning the loss of a wonderful husband, father, son and friend.
Officer Brian Huff was a great man. He was a loving husband to his beautiful wife and outstanding father to his ten year old son. He lived his life as a testament to God’s grace and unwavering faithfulness. He was known for quoting scriptures and for being a servant of God.
Officer Huff graduated from the Detroit Metropolitan Police Academy on October 9, 1998. he began his law enforcement career in the Public Housing and Gaming Unit. In 2004, he joined the Eastern District and became known by his colleagues as a serious and well seasoned veteran.
Officer Huff was a very caring man. He was also a great provider. In addition to his work as a Detroit Police Officer, he took on a second job to ensure that his family never lacked anything. His top priority was making sure that they were well taken care of.
Officer Huff will always be remembered and cherished by those who loved him. He had a big heart and a great sense of humor. A dedicated public servant, he worked in the City of Detroit for 12 years. He was a hard worker, a man of great faith and spread love to everyone he met.
IN SPECIAL TRIBUTE, Therefore, This document is signed and dedicated to honor the life of a fallen hero. Officer Huff was an exemplary officer and I present this in tribute of his dedication, service and sacrifice.”
Rep. Bettie Scott:
“I was once a Detroit Police Officer. I worked that precinct. My little nephew works at that precinct right now. Officer Huff and him went out on runs every now and then together. There is no greater glory than when your fellow officer leaves the precinct and walks out of his Scout Car. Man with a gun or person with a weapon is the most serious charge when we get out of our Scout Cars. We don’t know what’s outside of the Scout Car. Most of the time, most of you have watched me, I’ve prayed before I jumped out of my Scout Car and I would always end my prayer silently with ‘Lord if this is my day to die take me in Your bosom and rock me to sleep.’ Last week when I said the prayer I said, ‘Lord Who sits on high Who kept us from falling into the shadows of death…’ well one of my brothers has fallen into the shadows of death and I say to him farewell, farewell, farewell.”
Rep. Cushingberry:
“One of the things I got to do in my lifetime is to represent the Michigan Association of Police and to receive from the Detroit Police Officers Association and others awards over the years of my legislative career. One of the things that I think has been one of the biggest disappointments of my lifetime is that we have not paid our people who put their lives on the line in a better way. May this tragedy spur us to action to do more for those who have to put their lives on the line everyday.”

A resolution to declare the week of May 9 through May 15, 2010, as Food Allergy Awareness Week in the state of Michigan.
Whereas, The Food Allergy & Anaphylaxis Network (FAAN) is a national nonprofit organization dedicated to educating the public about food allergies and anaphylaxis; and
Whereas, Each year, over 50,000 visits to the emergency room and hundreds of deaths are caused by food allergies; and
Whereas, It is estimated that approximately 12 million Americans have food allergies with 3 million being children; and
Whereas, Anaphylaxis is a systemic allergic reaction that involves the skin, respiratory tract, and cardiovascular system; and
Whereas, Eight foods account for 90 percent of all food-allergic reactions in the U.S.: milk, eggs, peanuts, tree nuts (e.g., walnuts, almonds, cashews, pistachios, pecans), wheat, soy, fish, and shellfish; and
Whereas, Even trace amounts of a food allergen can cause a reaction; and
Whereas, Food allergies are life-altering for everyone involved and require constant vigilance; and
Whereas, FAAN created Food Allergy Awareness Week in 1997 to educate others about food allergies; and
Whereas, This year’s theme is “Respect Every Bite”; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare the week of May 9 through May 15, 2010, as Food Allergy Awareness Week in the state of Michigan.

House Resolution No. 272.
A resolution to memorialize the President of the United States and the United States Congress to ensure that local businesses located in Michigan and their employees be the primary beneficiaries of the American Recovery and Reinvestment Act funds appropriated to Michigan to stimulate the economy and create jobs.
Whereas, The stated goal of the American Recovery and Reinvestment Act (ARRA) economic stimulus package is to stimulate the economy and create jobs. It is critically important to job creation that federal and state buy-American and domestic content requirements be observed in utilizing these recovery funds. This is especially important in Michigan, where manufacturing, the key driver in the state economy, has been particularly hard hit by the ravages of the economy; and
Whereas, Congress drafted the ARRA economic recovery legislation with a strong sense of urgency for its impact on state and local economies. This impact is, in large part, designed to channel billions of dollars of assistance to initiate job creation through public works investments. These include rebuilding our aging roads, bridges, and other vital infrastructure needs; enhancements in public transit; environmental remediation; and weatherization. Indeed, these projects will improve the overall quality of life for all Michigan families and create significant new job opportunities and economic growth. Moreover, it will also help revitalize and advance Michigan’s critically important manufacturing sector; and
Whereas, The more than $1 billion in targeted ARRA assistance for Michigan will only have the full desired effect, however, if the funds are used to support projects and initiatives that utilize the local workforce and local resources to the greatest extent possible. Michigan has made the contracting of Michigan and local vendors and suppliers a priority. This has been the focus of a number of state statutes, the most recently adopted budget boilerplate language, and Executive Directives. Clearly, Michigan’s example of contracting should be mirrored in the implementation of the federal economic recovery legislation by focusing on the use of local workers and local resources; now, therefore, be it
Resolved by the House of Representatives, That we hereby memorialize the President of the United States and the United States Congress to ensure that local businesses located in Michigan and their employees be the primary beneficiaries of the American Recovery and Reinvestment Act funds appropriated to Michigan to stimulate the economy and create jobs; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States, the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

A resolution to declare May 2010 as Bike Month in the state of Michigan.
Whereas, The bicycle is a viable and environmentally-sound form of transportation and an excellent form of recreation; and
Whereas, Thousands of people throughout Michigan will experience the joys of bicycling during the month of May through educational programs, commuting events, trail work days, helmet promotions, and charity rides; and
Whereas, Michigan offers many bicycling opportunities for transportation, recreation, and exercise, and it is important for children and adults to learn the basics of bicycle safety; and
Whereas, Cyclists can enjoy Michigan’s beautiful scenery and many of our parks, attractions, and historic sites from a unique vantage point; and
Whereas, May has been declared National Bike Month by the League of Michigan Bicyclists to increase awareness about bicycling opportunities through organized activities such as bike-to-work days and bicycle rodeos for children; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare May 2010 as Bike Month in the state of Michigan; and be it further

Whereas, There is nothing more precious to our state than the healthy growth and development of our youth, who will determine the future direction of our state; and
Whereas, The state of Michigan, communities and local governments should be encouraged to invest available resources on reunification services and post-permanency supports designed to allow more children in the foster care system to safely return to their biological parents, or find permanent placements through adoption or guardianship; and
Whereas, There are approximately 16,000 children in Michigan’s foster care system through no fault of their own and of those children in foster care, more than 4,000 are available for adoption; and
Whereas, The primary goal of the foster care system is to ensure the safety and well-being of children, while working to provide foster children with a permanent, safe, and loving home; and
Whereas, Foster parents give children the opportunity to live with families and make lasting attachments instead of living in institutions where they face a reduced chance for permanency; and
Whereas, In 2008, the number of children who were in foster care for more than 24 months was over 1,000; and
Whereas, Children ‘aging out’ of the foster care system lack the security of a biological or adoptive family to fall back on when struggling to secure affordable housing, obtain health insurance, pursue higher education and acquire adequate employment; and
Whereas, Michigan continues to expand and implement its kinship care model to provide protection and nurturing relative care of children who must be removed from their homes; and
Whereas, Michigan’s foster care system is charged with the responsibility to ensure that child welfare practices conform to federal standards and benefit the lives of children and families; now, therefore, be it
Resolved by the House of Representatives, That members of this legislative body declare May 2010 as Foster Care Month in the state of Michigan; and be it further
Resolved, That the members of this legislative body acknowledge the needs of children in our state’s foster care system, honor the commitment and dedication of those individuals who work tirelessly to provide assistance and services to children in the foster care system; and recognize the need to continue work to improve the outcomes of all children in the foster care system through state programs that are designed to help children in the foster care system reunite with their biological parents and, when children are unable to return to their biological parents, to find them a permanent, safe, and loving home.

A bill to amend 1939 PA 3, entitled “An act to provide for the regulation and control of public and certain private utilities and other services affected with a public interest within this state; to provide for alternative energy suppliers; to provide for licensing; to include municipally owned utilities and other providers of energy under certain provisions of this act; to create a public service commission and to prescribe and define its powers and duties; to abolish the Michigan public utilities commission and to confer the powers and duties vested by law on the public service commission; to provide for the continuance, transfer, and completion of certain matters and proceedings; to abolish automatic adjustment clauses; to prohibit certain rate increases without notice and hearing; to qualify residential energy conservation programs permitted under state law for certain federal exemption; to create a fund; to provide for a restructuring of the manner in which energy is provided in this state; to encourage the utilization of resource recovery facilities; to prohibit certain acts and practices of providers of energy; to allow for the securitization of stranded costs; to reduce rates; to provide for appeals; to provide appropriations; to declare the effect and purpose of this act; to prescribe remedies and penalties; and to repeal acts and parts of acts,” by amending section 10a (MCL 460.10a), as amended by 2008 PA 286.

A bill to amend 1964 PA 286, entitled “An act to provide for the organization, powers, and duties of the state transportation commission and the state transportation department; to provide for the appointment, powers, and duties of the state transportation director; to abolish the office of state highway commissioner and the commissioner’s advisory board and to transfer their powers and duties; to provide for penalties and remedies; and to repeal certain acts and parts of acts,” (MCL 247.801 to 247.816) by adding section 6c.

House Joint Resolution EEE, entitled
A joint resolution proposing an amendment to the state constitution of 1963, by amending sections 31 and 54 of article IV and by adding section 55 to article IV, to modify term limits for certain elected state offices, to provide that certain state budget bills be presented to and signed by the governor on or before a certain date, and to reduce compensation of state legislators, the governor, and the lieutenant governor when certain state budget bills are not presented to and signed by the governor on or before a certain date.
