A SUMMARY OF SENATE BILL 96 AS REPORTED BY HOUSE COMMITTEE 5-20-09

The bill would amend the Boiler Act to place the authority to promulgate rules for the designation of course content in educational programs for boiler operators and stationary engineers with the Department of Energy, Labor, and Economic Development instead of with the Board of Boiler Rules.

(Public Act 159 of 2009 created a voluntary registration system for boiler operators and stationary engineers and placed the rulemaking authority with the Board of Boiler Rules regarding course content for qualified technical education programs for the various categories and classes of registration of boiler operators and stationary engineers.  For several years, rulemaking authority in statute has been shifted from boards to state departments.)

The bill would have no fiscal impact on the state or local units of government.
