CONTENT The bill would amend the State Transportation Preservation Act to remove the portion of a rail line between Chesaning and St. Charles from the Ann Arbor and Northwest Michigan System, for the purposes of the Act.

The Act permits the Michigan Department of Transportation to sell or lease certain segments of State-owned rail property in a specific order, from the smallest to the largest. If the Department sells or leases rail property, it must do so without partitioning a segment or portion of a segment.


Among the rail lines that may be sold or leased is the Ann Arbor and Northwest Michigan System, which includes the rail lines owned by the State between Owosso and St. Charles, among other segments.


The bill would refer to the rail line between Owosso and Brady Street in the Village of Chesaning, rather than St. Charles.

FISCAL IMPACT
The bill would permit the State to sell or lease a separate portion of an existing rail system. To the extent that the change increased the value of any potential sale or lease, or the likelihood that a sale or lease would occur, the bill would increase State revenue and/or accelerate the receipt of any revenue.
