CONTENT
The bills would amend various acts to replace references to the Department of Environmental Quality (DEQ) with references to the Department of Natural Resources (DNR), delete references to the DEQ, and make related changes.


All of the bills are tie-barred to Senate Bill 807, which would amend the Natural Resources and Environmental Protection Act to make the DNR the successor department to the DEQ; create within the DNR the Office of Environmental Permits, which would be directed by an Environmental Permits Administrator; create the position of Environmental Ombudsman within that Office; and establish the Natural Resources Science Advisory Board within the DNR.


Senate Bills 808, 809, 810, 811, 812, and 813 would amend the Food Law, the Land Bank Fast Track Act, the General Property Tax Act, the Michigan Agricultural Processing Act, the Michigan Supply Chain Management Development Commission Act, and the Michigan Vehicle Code, respectively, to replace references to the DEQ with references to the DNR.


Senate Bill 814 would amend the Property Rights Preservation Act to remove a reference to the DEQ.


Senate Bills 815 and 816 would amend the Home Rule Village Act and the Drain Code, respectively, to refer to the DNR rather than the DEQ.


Senate Bill 817 would amend the Water Resource Improvement Tax Increment Finance Authority Act to remove a reference to the DEQ.


Senate Bills 818, 819, 820, 821, and 822
would amend the Michigan Business Tax Act, the Mobile Home Commission Act, the Urban Cooperation Act, the Julian-Stille Value-Added Act, and the Aeronautics Code, respectively, to replace references to the DEQ with references to the DNR.


Senate Bill 823 would amend Public Act 105 of 1855, which governs the disposition of surplus State funds, to refer to the DNR rather than the DEQ, and to change a reference to the directors of the departments to the director of a single department.


Senate Bill 824 would amend the Safe Drinking Water Act to define "department" as the Department of Natural Resources, rather than the Department of Environmental Quality; and to define "director" as the DNR Director, rather than the DEQ Director.


Senate Bill 908 would amend the Safe Drinking Water Financial Assistance Act to define "department" as the DNR, rather than the DEQ.


Senate Bill 909 would amend the Grade A Milk Law to replace a reference to the DEQ with a reference to the DNR.


Senate Bill 910 would amend the Michigan Penal Code to remove references to the DEQ.


Senate Bills 911, 912, 913, 914, and 915 would amend the beverage container deposit law, the Clean, Renewable, and Efficient Energy Act, the Condominium Act, the State Plumbing Act, and the Animal Industry Act, respectively, to refer to the DNR rather than the DEQ.


Senate Bill 916 would amend the Privately Owned Cervidae Producers Marketing Act to strike references to the DEQ.


Senate Bills 917, 918, 919, and 924 would amend the Michigan Aquaculture Development Act, the Michigan Right to Farm Act, the Land Division Act, and Public Act 241 of 1959 (which governs the handling of liquefied petroleum gas containers), respectively, to refer to the DNR rather than the DEQ.
