CONTENT

House Bill 5657
would amend the Public Health Code to add a fee for the application to operate an agriculture labor camp in the State. Under the bill, an applicant for an Agricultural Labor Camp License would have to pay an application fee equal to the sum of $5 times the number of people permitted to occupy the agriculture labor camp.


House Bill 5658 would amend the Public Health Code to allow the Migratory Labor Housing Fund to receive money or other assets from any source (such as application fee revenue) for the deposit into the Fund, and direct the State Treasurer to credit to the Fund interest and earnings from Fund investments. Money in the Fund would have to be used for inspections and other requirements of the migratory labor housing section. The Department of Agriculture would be the administrator of the Fund for auditing purposes. The bill also would strike language that provides for a grant program for employers of migratory farm laborers for housing remodeling.

FISCAL IMPACT
House Bill 5657 would generate approximately $110,000 in revenue annually, based on the $5-per-occupant application fee being placed upon approximately 22,000 migrant housing units in the State. The fee revenue amount reflects the amount included in the Public Act 119 of 2009, the enacted FY 2009-10 budget bill for the Department of Agriculture, for the purpose of migrant housing licensing and inspection. The total budget for the licensing and inspection program for FY 2009-10 is 5.0 FTEs and $648,000 gross ($538,000 from GF/GP and $110,000 from the proposed fee revenue).
