A bill to amend 1969 PA 312, entitled
"An act to provide for compulsory arbitration of labor disputes in
municipal police and fire departments; to define such public
departments; to provide for the selection of members of arbitration
panels; to prescribe the procedures and authority thereof; and to
provide for the enforcement and review of awards thereof,"
by amending section 13 (MCL 423.243).
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 13. (1) During mediation or the pendency of proceedings
before the arbitration panel, existing wages, hours, and other
conditions of employment shall not be changed from the terms of the
most recently applicable collective bargaining agreement by action
of either party without the consent of the other, but a party may
so consent without prejudice to his or her rights or position under
this act.
(2) For purposes of this section, a payroll deduction
authorized in a collective bargaining agreement is a condition of
employment.
