SENATE BILL No. 1355

 

 

June 1, 2010, Introduced by Senators GEORGE, BIRKHOLZ and VAN WOERKOM and referred to the Committee on Campaign and Election Oversight.

 

 

 

     A bill to create a constitutional convention preparatory

 

commission; and to prescribe its powers and duties.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 1. As used in this act, "commission" means the

 

constitutional convention preparatory commission established in

 

section 3.

 

     Sec. 3. (1) No later than January 30 after a proposal to

 

revise the constitution submitted to the voters under section 3 of

 

article XII of the state constitution of 1963 is approved, a

 

constitutional convention preparatory commission shall be

 

established.

 

     (2) A commission established under subsection (1) shall

 

consist of the following members:


 

     (a) Three members appointed by the governor.

 

     (b) Three members appointed by the majority leader of the

 

senate.

 

     (c) Three members appointed by the speaker of the house of

 

representatives.

 

     (d) One member appointed by the minority leader of the senate.

 

     (e) One member appointed by the minority leader of the house

 

of representatives.

 

     (3) Members of the commission shall serve until the convention

 

convenes. Members of the commission shall serve without

 

compensation. However, members of the commission may be reimbursed

 

for their actual and necessary expenses incurred in the performance

 

of their official duties as members of the commission.

 

     Sec. 5. The commission shall do all of the following:

 

     (a) Find a suitable location at the seat of government for the

 

delegates to convene.

 

     (b) Provide staff, equipment, and supplies as needed to

 

prepare for the convention.

 

     (c) Provide the necessary means to conduct the convention in a

 

virtual or web-based format.
