This prayer is for the people and families of our State, and that the Creator of all things on earth will shed light on our communities and inspire men and women to lend a helping hand. I ask that He embodies us with courage and humility so that we never forget we are truly blessed, and must embrace the opportunity that we have been given to represent our constituents. Amen.”

A bill to amend 1939 PA 3, entitled “An act to provide for the regulation and control of public and certain private utilities and other services affected with a public interest within this state; to provide for alternative energy suppliers; to provide for licensing; to include municipally owned utilities and other providers of energy under certain provisions of this act; to create a public service commission and to prescribe and define its powers and duties; to abolish the Michigan public utilities commission and to confer the powers and duties vested by law on the public service commission; to provide for the continuance, transfer, and completion of certain matters and proceedings; to abolish automatic adjustment clauses; to prohibit certain rate increases without notice and hearing; to qualify residential energy conservation programs permitted under state law for certain federal exemption; to create a fund; to provide for a restructuring of the manner in which energy is provided in this state; to encourage the utilization of resource recovery facilities; to prohibit certain acts and practices of providers of energy; to allow for the securitization of stranded costs; to reduce rates; to provide for appeals; to provide appropriations; to declare the effect and purpose of this act; to prescribe remedies and penalties; and to repeal acts and parts of acts,” (MCL 460.1 to 460.11) by adding section 9s.

A resolution declaring January 2010 as Discover Snow Sports Month in the state of Michigan.

Whereas, Winters in Michigan offer an abundance of enjoyable recreational outdoor activities including: skiing, snowboarding, cross-country skiing, snowshoeing, snowmobiling and ice skating; and

Whereas, The state of Michigan boasts more than 36 ski resorts, giving residents of the state of Michigan a ski area within a two-hour drive. Something no other state can say; and

Whereas, Michigan ski areas boast a combined total of 42 areas with over 200 chairlifts, 840 runs, 40 terrain parks and thousands of kilometers of groomed cross-country trails; and

Whereas, Michigan has a distinguished winter sports history and is the home of the U.S. National Ski and Snowboard Hall of Fame; and

Whereas, The citizens of Michigan work tirelessly to uphold our strong outdoor recreation heritage and winter tourism within our state; and

Whereas, During the month of January, Michigan residents and visitors are encouraged to learn a new snow sport and take advantage of the sports that Michigan winters provide; and

Whereas, ‘Pure Michigan’ is our state’s motto, and there is nothing more ‘Pure Michigan’ than our driven snow; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body proclaim January 2010 as Discover Snow Sports Month in the state of Michigan.

Please find attached one copy of the Principal Residence Exemption Compliance Program Quarterly Report for the period October 1, 2009 - December 31, 2009. The report is required by Public Act 128 of 2009, the General Government Appropriations Act. Section 947 of the Act provides, in part, as follows:

(2) Of the funds appropriated in part 1, $500,000.00 shall be used for the principal residence exemption compliance program. The department shall submit quarterly progress reports that include the number of exemptions denied and the revenue received under this program. The legislative auditor general shall complete a performance audit of the principal residence exemption compliance program prior to April 1, 2010. Revenue generated to the state from the principal residence exemption compliance program shall be used to reimburse the state general fund for the $500,000.00 appropriation prior to any other allocation.

Please find attached one copy of the Personal Property Audit Quarterly Report for the period October 1, 2009 - December 31, 2009. The report is required by Public Act 128 of 2009, the General Government Appropriations Act. Section 947 of the Act provides, in part, as follows:

Sec. 947. (1) The department of treasury shall submit quarterly progress reports to the senate and house of representatives standing committees on appropriations subcommittees on general government and the senate and house fiscal agencies, regarding personal property tax audits funded under subsection (1). The report shall include the number of audits, revenue generated, and number of complaints received by the department related to the audits.
