“Before we pray, just a few words from Psalm 145:
The Lord is faithful to all His promises and loving toward all He has made.
The Lord upholds all those who fall and lifts up all who are bowed down.
The eyes of all look to You, and You give them their food at the proper time.
You open Your hand and satisfy the desires of every living thing.
The Lord is righteous in all His ways and loving toward all He has made.
The Lord is near to all who call on Him, to all who call on Him in truth.
He fulfills the desires of those who fear Him; He hears their cry and saves them.
Father, may we learn as King David did that our true trust should be in You. Help us, Your servants that You have placed here in this chamber to look to You for our guidance, to look to You for our strength. We pray for those that are in need within our state: families who have lost jobs, families who are in need of healing, families who are in need of hope. Lord, may they lift their eyes to You, may You hear their cries, may You respond to their needs and, Father, may we never forget that as our pledge says we are ‘One Nation Under God.’ Thank You for all that You have done for us, thank You for all that You are going to do. Amen.”

House Resolution No. 233.
A resolution to memorialize the Congress of the United States to fix our broken immigration system.
Whereas, Americans deserve an immigration system that protects all workers and guarantees the safety of our nation without compromising our fundamental civil rights, human rights, or civil liberties; and
Whereas, The current patchwork of policies and practices related to immigration are acknowledged by most Americans as ineffective. Inconsistencies and short-sightedness in some areas related to immigration are not serving our nation well; and
Whereas, In far too many instances, discussions on immigration are obscured by inaccurate information, misconceptions, and fear rather than facts. While this is an admittedly complex issue that influences our entire country, there is much that can be done to improve how our nation addresses the challenges facing immigrants and immigration reform; and
Whereas, Our nation’s immigration policies must be consistent with our core American values of humanely treating all individuals with respect and dignity, regardless of race, ethnicity, nationality, gender, or religion; and
Whereas, Our current immigration system far too often separates families of mixed-status, tearing U.S. citizen children from their parents; and
Whereas, Immigrants from lands across the globe have helped build our great nation. Newcomers have contributed to our country by strengthening our cultural and social fabric and adding their energies and ideas to our economy; and
Whereas, The roughly 26 million immigrants now in the United States who arrived after the age of 18 represent a windfall of roughly $2.8 trillion to U.S. taxpayers, who get the benefit of their labor without the cost of their upbringing and education; and
Whereas, A Fiscal Policy Institute study looked at the nation’s 25 largest metropolitan areas — including metro Detroit — and found that immigration spurs economic growth; and
Whereas, A 2007 report of the President’s Council of Economic Advisers found that immigrant labor complements the different skills of citizens, increases their productivity, and raises the income of U.S. workers by over $30 billion a year; and
Whereas, A Pew Hispanic Center study in 27 states and the District of Columbia from 2000-2004 found a positive correlation between the increase in the foreign-born population and the employment of native-born workers; and
Whereas, Almost all immigrants pay income taxes (even though they cannot benefit from most state and federal programs), and all pay sales tax. A 2005 Urban Institute study found undocumented immigrants pay $6-7 billion in Social Security taxes that they will never be able to claim. A 1997 study by the National Research Council of the National Academy of Sciences concluded that, on average, immigrants pay $80,000 more in overall taxes than they receive in state, federal, and local benefits over their lifetimes; now, therefore, it be
Resolved by the House of Representatives, That we memorialize the Congress of the United States to enact legislation to implement fair and just immigration reform; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

A resolution to encourage the citizens of the state of Michigan to participate in Earth Hour 2010.
Whereas, Earth Hour 2010 will be observed between 8:30 p.m. and 9:30 p.m. on Saturday, March 27, 2010; and
Whereas, This hour has been designated as Earth Hour to remind everyone that, by working together, a positive impact can be made in the fight against climate change; and
Whereas, Electricity consumption is a significant contribution to greenhouse gas emissions; and
Whereas, Cities and states across the country are joining together to raise awareness and demonstrate our nation’s commitment to fighting climate change by turning off non-essential lighting in public buildings to support Earth Hour; and
Whereas, Earth Hour’s voluntary approach has captured the world’s imagination and become a global phenomenon as evidenced during Earth Hour 2009, when nearly one billion people in more than 4,000 U.S. and international cities turned off their lights to demonstrate their commitment to reducing energy consumption and to encourage the world to take action on one of the most urgent issues facing our planet; and
Whereas, We are setting forth a bold vision for Michigan to work toward solutions to the escalating climate crisis and protect our future and that of future generations; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body recognize Saturday, March 27, 2010, from 8:30 pm. to 9:30 p.m. as Earth Hour in the state of Michigan and encourage all residents to participate in the aims and goals of this effort.

House Resolution No. 235.
A resolution to recognize March 2010 as Muscular Dystrophy Awareness Month in the state of Michigan.
Whereas, Muscular dystrophy refers to a group of hereditary muscle diseases that cause weakness and progressive degeneration of the human skeletal muscles; and
Whereas, There are many different forms of muscular dystrophy, which differ in their mode of inheritance, age of onset, severity and pattern of muscles affected; and
Whereas, Most types of muscular dystrophy are, in fact, multi-system disorders with manifestations in body systems including heart, gastrointestinal and nervous systems, endocrine glands, skin, eyes and other organs; and
Whereas, The Muscular Dystrophy Association (MDA) is an organization founded in 1950; and
Whereas, The MDA combats muscular dystrophy and diseases of the nervous system and muscular system in general by funding research, providing medical and community services, and educating health professionals and the general public; and
Whereas, MDA is the nonprofit health agency dedicated to curing muscular dystrophy, ALS and related diseases by funding worldwide research. The Association also provides comprehensive health care and support services, advocacy and education; and
Whereas, MDA is the largest nongovernmental sponsor of neuromuscular disease research; and
Whereas, More than one million Americans are affected by muscular dystrophy and related diseases. About 250,000 have some form of muscular dystrophy; now, therefore, be it

House Resolution No. 236.
A resolution to declare April 2010 as Child Abuse and Neglect Prevention Month in the state of Michigan.
Whereas, The members of the Michigan House of Representatives are dedicated to providing a safe and healthy environment to all children in Michigan. The citizens of Michigan recognize that child abuse and neglect are serious and growing problems affecting millions of our nation’s children; and
Whereas, Child abuse is a serious public health problem with scientific studies documenting the link between the abuse and neglect of children and a wide range of medical, emotional, psychological and behavioral disorders such as depression, alcoholism, drug abuse, severe obesity, juvenile delinquency; and
Whereas, In 2009, 29,401 children were abused or neglected in Michigan; and
Whereas, Community collaboration is necessary in order to provide for families at risk for child abuse and neglect, and to ensure a safe and secure future for Michigan’s children; and
Whereas, This year’s theme, “The Power of One” reminds us of the power of one person, one community, one dollar, one action in fight against abuse and neglect; and
Whereas, The “Pinwheels for Prevention” campaign will help to protect children from abuse and neglect throughout Michigan; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare April 2010 as Child Abuse Awareness Month in the state of Michigan.

MICHIGAN ECONOMIC GROWTH AUTHORITY
EXECUTIVE REORGANIZATION
WHEREAS, Section 1 of Article V of the Michigan Constitution of 1963 vests the executive power of the State of Michigan in the Governor;
WHEREAS, Section 2 of Article V of the Michigan Constitution of 1963 empowers the Governor to make changes in the organization of the executive branch or in the assignment of functions among its units that the Governor considers necessary for efficient administration;
WHEREAS, when creating the Michigan Economic Growth Authority, the Michigan Legislature determined that it was in the public interest to promote private investment and to encourage job creation, and job upgrading for residents of this state;
WHEREAS, reorganization of the membership of the Michigan Economic Growth Authority and enhanced transparency and accountability measures are necessary to assure public confidence in the activities of the Michigan Economic Growth Authority and its continued effectiveness in attracting and retaining jobs in this state;
WHEREAS, there is a continuing need to reorganize functions among state departments to ensure efficient administration and effectiveness of government;
NOW THEREFORE, I, Jennifer M. Granholm, Governor of the State of Michigan, by virtue of the power vested in the Governor by the Michigan Constitution of 1963 and Michigan law, order the following:
I. DEFINITIONS
As used in this Order:
A. “Board of Directors” or “Board” means the members of the Michigan Economic Growth Authority provided for under Section 4 of the Michigan Economic Growth Authority Act 1995 PA 24, MCL 207.804, and Executive Order 2006-13, MCL 125.1991.
B. “Michigan Economic Growth Authority” or “Authority” means the authority created under the Michigan Economic Growth Authority Act, 1995 PA 24, MCL 207.801 to 207.810, and transferred to the Michigan Strategic Fund under Executive Order 1999-1, MCL 408.40.
C. “Michigan Strategic Fund” means the public body corporate and politic created under Section 5 of the Michigan Strategic Fund Act, 1984 PA 270, MCL 125.2005.
II. MICHIGAN ECONOMIC GROWTH AUTHORITY
A. The position as a voting member and Chairperson of the Board of Directors of the Michigan Economic Growth Authority designated for the President of the Michigan Strategic Fund or his or her designee under Executive Order 2006-13, MCL 125.1991, is abolished. After the effective date of this Order, the President of the Michigan Strategic Fund shall serve as an ex officio, non-voting member of the Board.
B. The position as a member of the Board designated for the Director of the Department of Transportation under Section 4(2)(d) of the Michigan Economic Growth Authority Act, 1995 PA 24, MCL 207.804(2)(d), is transferred from the Director of the Department of Transportation to the State Budget Director or his or her designee from within the State Budget Office.
C. The designation as Chairperson of the Authority is transferred to the State Treasurer or his or her designated representative from within the Department of Treasury. The State Treasurer, or his or her designated representative from within the Department of Treasury, shall continue to serve as a member of the Michigan Economic Growth Authority.
D. The Board of the Authority may elect a Vice-Chairperson.
E. Members of the Board of Directors of the Authority shall discharge their duties in a nonpartisan manner, with good faith, and with that degree of diligence, care, and skill that an ordinarily prudent person would exercise under similar circumstances in a like position.
III. OPERATIONS OF THE MICHIGAN ECONOMIC GROWTH AUTHORITY
A. A majority of the voting members of the Board of the Authority serving constitutes a quorum for the transaction of the business of the Authority. The Board Authority shall act by a majority vote of the serving and voting members of the Board.
B. Members of the Authority Board of Directors may be present in person at a meeting of the Authority or, if authorized by the bylaws of the Authority, by use of telecommunications or other electronic equipment if a quorum of the Authority Board of Directors is present at the meeting.
C. The Authority shall meet at the call of the Chairperson or as may be provided by the Board. Meetings may be held anywhere in this state at a location accessible to the general public.
D. The Board may, as appropriate, make inquiries, studies, investigations, hold hearings, and receive comments from the public. The Board also may consult with outside experts in order to perform its duties, including, but not limited to, experts in the private sector, organized labor, government agencies, and at institutions of higher education.
E. Members of the Board of Directors of the Authority shall serve without compensation, but may receive reimbursement for necessary travel and expenses consistent with relevant statutes and the rules and procedures of the Civil Service Commission and the Department of Technology, Management, and Budget, subject to available funding.
IV. IMPLEMENTATION OF TRANSFERS
A. The President of the Michigan Strategic Fund shall provide executive direction and supervision for the implementation of all transfers under this Order.
V. MISCELLANEOUS
A. Any suit, action, or other proceeding lawfully commenced by, against, or before any entity affected by this Order shall not abate by reason of the taking effect of this Order. Any suit, action, or other proceeding may be maintained by, against, or before the appropriate successor of any entity affected by this Order.
B. All rules, regulations, orders, contracts, and agreements relating to the functions transferred under this Order lawfully adopted prior to the effective date of this Order shall continue to be effective until revised, amended, repealed, or rescinded.
C. This Order shall not abate any criminal action commenced by this state prior to the effective date of this Order.
D. The invalidity of any portion of this Order shall not affect the validity of the remainder of this Order, which may be given effect without any invalid portion. Any portion of this Order found invalid by a court or other entity with proper jurisdiction shall be severable from the remaining portions of this Order.
.In fulfillment of the requirements under Section 2 of Article V of the Michigan Constitution of 1963, the provisions of this Order are effective 60 days after the filing of this Order.
