“Our gracious eternal Creator, we thank You for those who have been true and loyal in their duties. Grant each of us commitment, love, loyalty, and faithfulness in our work. We pray that we will be enabled to recognize and model such values in our time.

• Help us to see how love transcends all human differences.

• Help us to develop integrity and loyalty and have the will to live by what we believe and to sacrifice for others.

• Help us to be faithful to the family and friends with whom we walk and live.

• Help us to meet the needs of others even if it comes as a sacrifice for us.

We ask Your care for our world which is so divided. We pray that You would tend to those places where people are suffering, where people long for change as well as those places where people have lost hope. Inspire those who suffocate in apathy and grant Your peace to those who are bruised and broken hearted.

Set our steps on the path to become statesmen and women. Broaden our view beyond special interests so that serving the good of all might be the measure of our success. O God, whose heart must suffer by human selfishness, cruelty and sin, bring to us the vision of a better world and the will to make it happen. Lead us in Your Spirit of love, good will, and peace. A resolution to declare the week of June 21 through June 27, 2010, as State Games Week in the state of Michigan.

Whereas, This year will mark the inaugural games of the State Games of Michigan with over 3,500 athletes participating in 15 sports, including basketball, BMX, boxing, bowling, fencing, figure skating, rugby, racquetball, rowing, hockey, track and field, mountain-biking, volleyball, softball and tai kwon do; and

Whereas, The philosophy of the State Games of Michigan is that everyone participates regardless of age or ability. Also, everyone is welcome and plays to help keep Michigan people healthy by staying active. This coincides with Michelle Obama’s mission to reduce childhood obesity within the United States and most importantly in Michigan; and

Whereas, Michigan is one of 31 states that are hosting their own state games, where more than 90 sports are being played throughout 536 communities for nearly 500,000 participants; and

Whereas, The State Games of Michigan embodies the values of participation and good sportsmanship as well as living a healthy life style by staying active; and

Whereas, A grassroots organization, the State Games of Michigan relies on the dedication of thousands of volunteers and the support of corporate partners; and

Whereas, The State Games of Michigan is endorsed by the Governor’s Council on Physical Fitness, Health and Sports; now, therefore, be it

A resolution to declare July 2010 as Craft Beer Month in the state of Michigan.

Whereas, Michigan craft brewers are a vibrant affirmation and expression of Michigan entrepreneurial traditions, operating as community-based small businesses and providing employment for more than 1,000 workers; and

Whereas, Michigan has craft brewers in every region of the state and more than 70 craft brewers statewide; and

Whereas, The Michigan Brewers Guild celebrates Michigan Craft Beer Month each year by hosting a Summer Festival in July; and

Whereas, Michigan craft brewers support Michigan agriculture by purchasing hops, beet sugar, cherries, apples, and numerous other fruits, herbs, and vegetables grown in Michigan; and

Whereas, Michigan craft brewers promote Michigan’s spirit of independence through a renaissance in hand-crafted beers like those first brought to Michigan by European settlers and produced here by our forefathers, including Bernhard Stroh, for the enjoyment of the citizenry; and

Whereas, Michigan craft brewers strive to educate legal drinking-age residents about the differences in beer flavor, aroma, color, alcohol content, body, and other complex variables, as well as historic brewing traditions, beer history, and gastronomic qualities of beer; and

Whereas, Michigan craft brewers champion the message of responsible enjoyment to their customers and work within their communities to prevent alcohol abuse and underage drinking; and

Whereas, Michigan craft brewers produce more than 100 distinct styles of flavorful beers, the quality and diversity of which have made Michigan the envy of many beer-drinking states, thereby contributing to balanced trade by reducing Michigan dependence on imported and other regional beers, supporting Michigan exports, and promoting Michigan tourism; and

Whereas, Michigan craft brewers are vested in the future, health, and welfare of their communities as employers providing a diverse array of quality local jobs, as contributors to the local tax base, and as committed sponsors of a broad range of vital community institutions and philanthropic causes, including not-for-profit housing development associations, chambers of commerce, humane societies, athletic teams, and medical research; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare July 2010 as Craft Beer Month in the state of Michigan. We recognize the contributions that Michigan craft brewers have made to the state’s communities, economy, and history; and be it further

Resolved, That we commend Michigan craft brewers for providing jobs, improving the balance of trade, supporting Michigan agriculture, and educating residents about the history and culture of beer while promoting the responsible consumption of beer as a beverage of moderation.

House Resolution No. 299.

A resolution to urge the city of Detroit and the Detroit Fire Department to increase the operational effectiveness of the Detroit Emergency Medical Services Division.

Whereas, As Detroit grapples with its serious financial problems to build a future, there is virtually unanimous agreement that public safety must be at the core of reforms that are needed. Until people feel safe, all other efforts will be inadequate in reshaping the community; and

Whereas, A key component of the public safety network for any city is the emergency medical services available. For the people of Detroit, the viability of this network has been seriously diminished through the deterioration of the capacity of the Detroit Emergency Medical Services Division (EMS) of the Detroit Fire Department to meet the needs of the people; and

Whereas, The Detroit EMS has been decimated by cuts and a lack of vision over several years. The unit’s loss of effectiveness has been well documented on numerous occasions, including in 2006 and 2007 audits. Detroit EMS technician positions have been cut dramatically; lengthy response times put people at risk; critical equipment has been decommissioned; fleet vehicles are plagued by a lack of maintenance; training, especially to develop cohesiveness with other public safety entities, is deficient; grant opportunities have been ignored; safety steps for EMS are not followed; emergency cardiac care services are significantly inadequate; dispatch capabilities through the 911 system are a failure; and the lack administrative effectiveness and leadership are making the financial situation even worse; and

Whereas, The erosion of the effectiveness of the Detroit EMS is the result of much more than finances alone. Better decision making, more farsighted leadership, and higher standards of administrative conduct could go a long way toward maximizing resources and increasing the level of public safety the people of Michigan’s largest city expect and clearly deserve; now, therefore, be it

Resolved by the House of Representatives, That we urge the city of Detroit and the Detroit Fire Department to increase the operational effectiveness of the Detroit Emergency Medical Services Division; and be it further

Resolved, That copies of this resolution be transmitted to the Mayor and the City Council of Detroit.

The resolution was referred to the Committee on Urban Policy.
