“O God, Who art ever striving, out of the chaos of human passion, to bring a world of ordered character; grant that we may live this day and all days with eyes wide open to all that is good, as well to behold that which is evil.

We would hear again, this noon-tide, the voice of The Son of Man inviting and pleading with ‘Come unto Me, all ye that are weary and heavy-laden, and I will give you rest.’ Speak Thou the word that will quiet these throbbing heads and hearts.

We are heartily sorry for our sins, for our national and our personal sins, for anything that has come between our God and ourselves, for anything that shuts away Thy presence from us. Rep. Haines, having reserved the right to explain her protest against the passage of the bill, made the following statement:

“Mr. Speaker and members of the House:

I support binding arbitration for police and firefighters, but I believe this bill expands binding arbitration beyond what was originally intended.

I also have serious concerns that the unintended consequence of the bill will be that local governments will not be able to afford to provide services, and as a result people will lose their jobs and public protection will be undermined.

I supported an amendment that would have taken care of these concerns, but that amendment was defeated.

For these reasons, I cannot support this bill.”

Motions and Resolutions

Rep. Tlaib offered the following resolution:

House Resolution No. 308.

A resolution to urge the Department of Natural Resources and Environment and other applicable agencies to address the cumulative effects of industrial pollution within Southwest Detroit as a top priority in light of the area being identified as the most polluted locale in Michigan.

Whereas, A study conducted by University of Michigan environmental scientists has concluded that some of the most polluted neighborhoods in Michigan are found in Southwest Detroit. This community includes three of the state’s 15 most polluted zip codes, including 48210 and 48209. Indeed, according to the study, the 48217 zip code is the most polluted locale in the state of Michigan. This study is a confirmation of what area residents have long contended, and it reflects the gravity of conditions that threaten the health of the community; and

Whereas, A central finding of the University of Michigan researchers is that the high level of pollutants in the area is the result of the cumulative effects of decades of industrial activities, rather than the impact of a specific plant. The study acknowledged the significant reduction in pollution today, but identified the harm done because of the sum of gypsum, cement, steel, asphalt, oil refining, and other operations within this area of the city. While individual plants may be in compliance with set standards, this is little consolation to families living in Southwest Detroit; and

Whereas, Far beyond the well-known soot and metallic odors, the pollution in this area has had a profound health impact. This is evident in rates of various cancers, as well as heart and respiratory ailments. The seriousness of these threats is most pronounced in the hazards facing the community’s children; and

Whereas, While our serious budgetary challenges have made all health and environmental challenges far greater and more difficult in recent years, it is imperative that stronger steps be taken to protect the people of this community. Better monitoring, more equipment, more inclusive assessments of the area’s overall conditions when considering permits, and stronger communication with area residents are all examples of measures that are long overdue in the most polluted neighborhood in our entire state; now, therefore, be it

Resolved by the House of Representatives, That we urge the Department of Natural Resources and Environment and other applicable agencies to address the cumulative effects of industrial pollution within Southwest Detroit as a top priority in light of the area being identified as the most polluted locale in Michigan; and be it further

Resolved, That copies of this resolution be transmitted to the Department of Natural Resources and Environment.

A bill to amend 1951 PA 51, entitled “An act to provide for the classification of all public roads, streets, and highways in this state, and for the revision of that classification and for additions to and deletions from each classification; to set up and establish the Michigan transportation fund; to provide for the deposits in the Michigan transportation fund of specific taxes on motor vehicles and motor vehicle fuels; to provide for the allocation of funds from the Michigan transportation fund and the use and administration of the fund for transportation purposes; to set up and establish the truck safety fund; to provide for the allocation of funds from the truck safety fund and administration of the fund for truck safety purposes; to set up and establish the Michigan truck safety commission; to establish certain standards for road contracts for certain businesses; to provide for the continuing review of transportation needs within the state; to authorize the state transportation commission, counties, cities, and villages to borrow money, issue bonds, and make pledges of funds for transportation purposes; to authorize counties to advance funds for the payment of deficiencies necessary for the payment of bonds issued under this act; to provide for the limitations, payment, retirement, and security of the bonds and pledges; to provide for appropriations and tax levies by counties and townships for county roads; to authorize contributions by townships for county roads; to provide for the establishment and administration of the state trunk line fund, local bridge fund, comprehensive transportation fund, and certain other funds; to provide for the deposits in the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds of money raised by specific taxes and fees; to provide for definitions of public transportation functions and criteria; to define the purposes for which Michigan transportation funds may be allocated; to provide for Michigan transportation fund grants; to provide for review and approval of transportation programs; to provide for submission of annual legislative requests and reports; to provide for the establishment and functions of certain advisory entities; to provide for conditions for grants; to provide for the issuance of bonds and notes for transportation purposes; to provide for the powers and duties of certain state and local agencies and officials; to provide for the making of loans for transportation purposes by the state transportation department and for the receipt and repayment by local units and agencies of those loans from certain specified sources; and to repeal acts and parts of acts,” (MCL 247.651 to 247.675) by adding section 10p.
