Pastor Samuel E. Wickard of Liberty Bible Church of Pittsford offered the following invocation:

Our Heavenly Father, we not only thank You for this day, but we rejoice in this day with all of its possibilities and promised blessings. Following the admonition of James, we pause in this historic chamber to draw nigh to You, O God, realizing as we do, You have promised to draw nigh to us. We openly confess just how much we need that special nearness of and to You because without You, we can do nothing. We know that every good and every perfect gift is from above and cometh down from the Father of lights, with whom is no variableness, neither shadow of turning.

Guide the people of this chamber today who have gathered to conduct the business of our great state. I know each one is aware of and concerned about the urgent challenges we face and that this is a time to unite in the best interest of all. I ask, O God, that You would grant to each Senator wisdom to recognize the real needs and the courage to do whatever needs to be done to set us on a path of renewal.

May we experience that good success You promised to Joshua as he courageously accepted the challenge of leading Your people on into the Promised Land. Give our leaders the courage to lead as Joshua led. May they be strong and very courageous. May they observe to do according to all Thy laws. Let them not turn to the right hand or to the left, that they may prosper having embraced Your plan and Your principles for true success. May their hearts be true, their minds clear, and their lives a compliment to integrity.

Bless every one of our Senators with that special blessing that makes the soul rich. Bless their spouses and their families with Your presence, Your peace, Your power, and Your protection. I ask all of this in the name that is above all names, the name of Jesus Christ our Savior and Lord. Amen.

The President, Lieutenant Governor Calley, led the members of the Senate in recital of the Pledge of Allegiance.

Senator Walker’s statement is as follows:

I’m here on a cold Michigan morning in hopes of helping to warm your taste buds. First, let me tell you about a Michigan success story. Mike and Denise Busley, whom I am proud to say are my constituents, started a little pie shop in downtown Traverse City in 1996. The pies, desserts, and café cuisine they served at the pie shop were not ordinary. They were made from scratch utilizing 95 percent Michigan-made ingredients. This includes cherries, apples, blueberries, and strawberries, as well as sugar and flour. Mike and Denise’s shop got a reputation for quality and delicious food. Because of the success of the original location in Grand Traverse County, Grand Traverse Pie Company locations began to open, a new franchise was born, and another Michigan success story is being written.

Currently, there are 18 Grand Traverse Pie Company stores across Michigan and Indiana. I’m happy to announce the nineteenth will be opening Monday right down the street in Lansing on the corner of Allegan and Washington. It is estimated that the company will drive over $18 million of business into Michigan’s economy. To celebrate the opening of the nineteenth store, the Busleys and their staff have graciously come to the Capitol today to serve us some of their delicious Grand Traverse Pie Company pie.

I welcome Denise, their son Bobby, and their daughter Kelly to the Capitol, and congratulate them on their success story. I welcome you and my colleagues to get a piece of their pie, which is being served just outside the chamber. I would ask for a round of applause for the Busleys and their commitment to our state.

Enclosed is a copy of the following audit report:

Financial audit of the State Sponsored Group Insurance Fund, a proprietary fund of the State of Michigan, administered by the Department of Technology, Management & Budget, the Civil Service Commission, and the Office of the State Employer, for the period October 1, 2009 through September 30, 2010.

Auditor General

The audit report was referred to the Committee on Government Operations.

The Secretary announced that the Majority Leader has made the appointment of the following statutory standing committees:

A bill to amend 1939 PA 3, entitled “An act to provide for the regulation and control of public and certain private utilities and other services affected with a public interest within this state; to provide for alternative energy suppliers; to provide for licensing; to include municipally owned utilities and other providers of energy under certain provisions of this act; to create a public service commission and to prescribe and define its powers and duties; to abolish the Michigan public utilities commission and to confer the powers and duties vested by law on the public service commission; to provide for the continuance, transfer, and completion of certain matters and proceedings; to abolish automatic adjustment clauses; to prohibit certain rate increases without notice and hearing; to qualify residential energy conservation programs permitted under state law for certain federal exemption; to create a fund; to provide for a restructuring of the manner in which energy is provided in this state; to encourage the utilization of resource recovery facilities; to prohibit certain acts and practices of providers of energy; to allow for the securitization of stranded costs; to reduce rates; to provide for appeals; to provide appropriations; to declare the effect and purpose of this act; to prescribe remedies and penalties; and to repeal acts and parts of acts,” by amending section 6 (MCL 460.6), as amended by 2005 PA 190, and by adding section 6t.
