1. Large Quantity Water Withdrawal Fee Increase. Neither the House nor the Senate included funding for this fee increase as recommended by the Governor. The increase would have raised the fee from $200 to $250 annually and removed an exemption for agricultural users. The House simply removed appropriations of $428,900 which reflects Clean Michigan Initiative funding which is no longer available and fee revenue which was not included. The Senate included $648,300 in GF/GP funding and a section of boilerplate directing the DEQ to work with a statewide agricultural industry group on a long-term funding solution. |
