CONTENT
The bill would amend the Emergency 9-1-1 Service Enabling Act to allow $7.0 million from the Emergency 9-1-1 Fund to be used in fiscal year 2011-12 to fund a portion of the costs of the Michigan Public Safety Communications System (MPSCS). The bill also would allow $150,000 from the Emergency 9-1-1 Fund, specifically funds not distributed to local exchange providers as reimbursement for wireless emergency services costs, to be distributed to the Department of Treasury to fund a portion of the Department's cost in administering this Act.

FISCAL IMPACT
Public Act 206 of 2010 authorized the use of $5.0 million in FY 2009-10, and $7.0 million in FY 2010-11 from these funds for the same MPSCS purpose as the bill would allow. The funds authorized for this use by the bill are appropriated within the Department of State Police for the Michigan Public Safety Communications System for FY 2011-12 under Public Act 63 of 2011. The funds allotted to the Department of Treasury are appropriated under tax programs for FY 2011-12 under Public Act 63 of 2011.
The funds designated for allotment under this bill represent unspent carry-forward revenue of the Emergency 9-1-1 Fund.
