CONTENT
The bill would amend the State Aid to Public Libraries Act to reduce the population required for an existing library system to petition the Department of Education for designation as a cooperative library.


Under the Act, the system board of an existing library system serving a population of over 750,000 may petition the Department for designation as a cooperative board, and the Department must designate that system board, as already constituted, as the cooperative board. Under the bill, that provision would apply to a library system serving a population of over 600,000.

FISCAL IMPACT
The bill would have no fiscal impact on the State, because even if the bill is not enacted, any funding that otherwise would have gone to the Detroit Cooperative Library will instead be redistributed among the remaining cooperatives and other libraries receiving State aid.


The bill would have an impact on local libraries receiving State aid. The bill, if enacted, would allow the Detroit Cooperative Library to continue its designation as a cooperative, and in so doing, continue to receiving cooperative funding. Fiscal year 2010-11 cooperative funding to the Detroit library was $230,535 and an estimate for fiscal year 2011-12 funding to the Detroit Cooperative Library is $160,833. If the bill is not enacted, the Detroit Cooperative Library will lose its designation as a cooperative and the estimated $160,833 it is projected to receive will be forfeited, and redistributed among the remaining cooperatives and other libraries receiving State aid.
