SENATE SUBSTITUTE FOR

HOUSE BILL NO. 4526

     A bill to make, supplement, adjust, and consolidate

appropriations for various state departments and agencies, the

judicial branch, and the legislative branch for the fiscal year

ending September 30, 2012; to provide for certain conditions on

appropriations; to provide for the expenditure of the

appropriations; and to provide anticipated appropriations for the

fiscal year ending September 30, 2013.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

PART 1

LINE-ITEM APPROPRIATIONS

     Sec. 101. There is appropriated for the various state

departments and agencies, the judicial branch, and the legislative

branch described in this part for the fiscal year ending September

30, 2012 from the funds indicated in this part. The following is a

summary of the appropriations in this part:

PART 1A

ANTICIPATED LINE-ITEM APPROPRIATIONS FOR FISCAL YEAR 2012-2013

     Sec. 151. Subject to the conditions set forth in this part,

the amounts listed in this part are anticipated to be appropriated

for the various state departments and agencies, the judicial

branch, and the legislative branch for the fiscal year ending

September 30, 2013, from the funds indicated in this part. The

following is a summary of the anticipated appropriations in this

part:

PART 2

PROVISIONS CONCERNING APPROPRIATIONS

GENERAL SECTIONS

     Sec. 201. Pursuant to section 30 of article IX of the state

constitution of 1963, total state spending under part 1 for fiscal

year 2011-2012 is $100.00. State payments to local units of

government under part 1 are $0.

     Sec. 202. The appropriations made and the expenditures

authorized under this part and the departments, agencies,

commissions, boards, offices, and programs for which an

appropriation is made under part 1 are subject to the management

and budget act, 1984 PA 431, MCL 18.1101 to 18.1594.

PART 2A

PROVISIONS CONCERNING ANTICIPATED APPROPRIATIONS

FOR FISCAL YEAR 2012-2013

GENERAL SECTIONS

     Sec. 1201. It is the intent of the legislature to provide

appropriations for the fiscal year ending on September 30, 2013 for

the line items listed in part 1. The fiscal year 2012-2013

appropriations are anticipated to be the same as those for fiscal

year 2011-2012, except that the line items will be adjusted for

changes in caseload and related costs, federal fund match rates,

economic factors, and available revenue.
