SUBSTITUTE FOR
SENATE BILL NO. 412
A bill to amend 1994 PA 451, entitled
"Natural resources and environmental protection act,"
by amending section 43524 (MCL 324.43524), as amended by 2002 PA
81.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 43524. (1) A person An individual shall not hunt
wild
2 turkey without a wild turkey hunting license. The fee for a
3 resident wild turkey hunting license is $15.00. The fee for a
4 nonresident wild turkey hunting license is $69.00. Subject to the
5 requirements of section 40113a, the commission may issue an order
6 requiring that all applications for wild turkey hunting licenses,
7 or applications for wild turkey hunting licenses for certain
8 geographic areas, be entered into a lottery designed and run by
9 the department. A person An individual selected in a
lottery,
1 upon meeting the requirements of this part, is authorized to
2 purchase a wild turkey hunting license. The license shall be
3 issued for a specified hunting period and shall confer upon the
4 holder of the license the right to hunt wild turkeys.
5 (2) The department may charge a nonrefundable application
6 fee not to exceed $4.00 for each application for a wild turkey
7 hunting license that is entered into a lottery pursuant to under
8 subsection (1).
9 (3) From fees collected under subsection (1) or (2), the
10 following amounts shall be used for scientific research,
11 biological survey work on wild turkeys, creation and management
12 of wild turkey habitat on state land, national forestland, and
13 private land, annual wild turkey population surveys, annual
14 random disease testing across the wild turkey range in this
15 state, and other wild turkey management in this state:

23 (4) The department shall, to the extent possible, use the
24 money from subsection (3) to create and manage wild turkey
25 habitat on state forestland, state game areas, national
26 forestland, and private land, where appropriate. The department
27 shall, before January 1 of each year, provide to the standing
1 committees in the senate and house of representatives that
2 primarily consider issues relating to natural resources a report
3 detailing the expenditures for the prior year under subsection
4 (3).
