A SUMMARY OF SENATE BILL 862 AS REPORTED FROM COMMITTEE

The bill would allow a liquor license to be issued in conjunction with an international soccer match at an outdoor stadium customarily used for intercollegiate athletic events.  This refers to the Real Madrid-Manchester United match at Michigan Stadium on the campus of the University of Michigan in Ann Arbor on August 2nd of this year.

Specifically, the bill would amend the Michigan Liquor Control Code to allow a temporary liquor license to be issued to a concessionaire for not more than 30 consecutive days in conjunction with a professional international soccer match between two international soccer clubs as part of a tournament sanctioned by a not-for-profit association that is the governing body for soccer in the U.S. and is organized and promoted by a match agent licensed by the international governing body for soccer. 

The bill requires the concessionaire to enter into an agreement granting it control of the licensed premises for the purposes of complying with the liquor code and rules promulgated under the code regarding the sale of alcoholic liquor.  The concessionaire could share the profits generated from the license with a licensed match agent and a promoter that organizes international soccer matches under a written agreement reviewed by the state Liquor Control Commission.  For the soccer match, the LCC could allow the promotion and advertising of alcoholic liquor brands on the campus of a public university.

BACKGROUND INFORMATION:

This bill would allow a temporary liquor license to be granted to a concessionaire at a soccer match between the European soccer clubs Manchester United and Real Madrid on Saturday, August 2, 2014, at Michigan Stadium in Ann Arbor. The match is part of the Guinness International Champions Cup tournament, a series of soccer matches held at venues across the United States featuring teams from Europe.  The schedule can be found at:   http://internationalchampionscup.com/schedule/sch/

The language in the bill is similar to that added to the code in order to allow a temporary liquor license in conjunction with the 2014 Winter Classic outdoor hockey game between the Detroit Red Wings and Toronto Maple Leafs held on New Year's Day at Michigan Stadium.

The version of SB 862 reported with recommendation by the House Regulatory Reform committee on 4-29-14 was the same version passed unanimously by the Senate on 3-26-2014.

FISCAL IMPACT:

Senate Bill 862 would not have a significant fiscal impact on the state or local units of government.
