A SUMMARY OF HOUSE BILLS 5678- 5681 AS INTRODUCED 6-12-14

The bills amend various acts to revise the definition of "public nudity" so that the phrase does not include a mother's breastfeeding of her baby or expressing breast milk.

To this end, House Bill 5678 would amend Public Act 246 of 1945 (MCL 41.181), which authorizes township boards to adopt public health ordinances; House Bills 5679 and 5680 would amend the Home Rule City Act (MCL 117.4i and 117.5h); and House Bill 5681 would amend the General Law Village Act (MCL 67.1).

The bills are tie-barred to each other so that none can take effect unless all are enacted.

FISCAL IMPACT:

The bills could result in a reduction in costs for local courts if there is a decrease in caseloads.  There could also be a decrease in fine revenues.
