PORTABLE TRAFFIC SIGNALS S.B. 1092:
SUMMARY AS ENACTED
Senate Bill 1092 (as enacted) PUBLIC ACT 386 of 2014
Sponsor: Senator Tom Casperson
Senate Committee: Transportation
House Committee: Transportation and Infrastructure
CONTENT
The bill amended the Michigan Vehicle Code to allow a temporary traffic control signal to be located on, over, or adjacent to the traveled portion of the roadway, subject to Federal law.
The bill took effect on December 18, 2014.
The Code provides that when traffic is controlled by traffic control signals, at least one signal must be located over the traveled portion of the roadway so as to give vehicle operators a clear indication of the right-of-way assignment from their normal positions approaching the intersection. The bill allows a temporary traffic control signal to be located on, over, or adjacent to the traveled portion of the roadway, subject to Federal law.

FISCAL IMPACT
The bill will have an indeterminate but nominal fiscal impact at the State and local levels. By broadening placement restrictions on temporary traffic control signals, the bill permits road agencies to choose from a wider variety of traffic control products. This might result in savings for road agencies in equipment rentals and purchases.
