CONTENT
The bill would amend the Electrical Administrative Act to delete a requirement that an apprenticeship training program for a fire alarm specialty apprentice technician be equivalent to Federal requirements.
The Act requires an individual employed as a fire alarm specialty apprentice technician to register with the Electrical Administrative Board within 30 days after employment. The Department of Licensing and Regulatory Affairs must issue a certificate of registration to a person seeking registration if it receives satisfactory proof of the person's participation in a bona fide apprenticeship training program approved by the Board. The program must be equivalent to the requirements of those imposed by the U.S. Department of Labor (DOL) Bureau of Apprenticeship and Training, subject to the Act's requirement for a ratio of one fire alarm specialty technician to two apprentice technicians.
The bill would delete the requirement that the program be equivalent to the requirements of the U.S. DOL.

FISCAL IMPACT
The bill would have a minor negative fiscal impact on the Department of Licensing and Regulatory Affairs (LARA). Under the bill, the Electrical Administrative Board, which is supported by LARA, would have to develop apprenticeship training program standards. This would introduce some indeterminate costs to the Board.
