House Resolution No. 239.
A resolution to declare October 6-12, 2013, as Fire Prevention Week in the state of Michigan.
Whereas, The state of Michigan is committed to ensuring the safety and security of all those living in and visiting our state; and
Whereas, Fire is a serious public safety concern both locally and nationally, and homes are the locations where people are at greatest risk from fire; and
Whereas, Home fires killed more than 2,500 people in the United States in 2011, according to the National Fire Protection Association (NFPA), and fire departments in the United States responded to 370,000 home fires; and
Whereas, Cooking is the leading cause of home fires in the United States where fire departments responded to more than 156,000 annually between 2007 and 2011; and
Whereas, Two of every five home fires start in the kitchen; and
Whereas, Unattended equipment was a factor in one-third of the reported cooking fires; and
Whereas, Fifty-seven percent of reported non-fatal home cooking fire injuries occurred when the victims tried to fight the fire themselves; and
Whereas, Children under five face a higher risk of non-fire burns associated with cooking than being burned in a cooking fire; and
Whereas, Michigan’s residents should stay in the kitchen when frying food on the stovetop, keep a three-foot kid-free zone around cooking areas, and keep anything that can catch fire away from stove tops; and
Whereas, Residents who have planned and practiced a home fire escape plan are more prepared and will therefore be more likely to survive a fire; and
Whereas, Working smoke alarms cut the risk of dying in reported home fires in half; and
Whereas, Michigan’s first responders are dedicated to reducing the occurrence of home fires and home fire injuries through prevention and protection education; and
Whereas, Michigan’s residents are responsive to public education measures and are able to take personal steps to increase their safety from fire, especially in their homes; and
Whereas, The 2013 Fire Prevention Week theme, “Prevent Kitchen Fires!” effectively serves to remind us to stay alert and use caution when cooking to reduce the risk of kitchen fires; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare October 6-12, 2013, as Fire Prevention Week in the state of Michigan. We urge all the people of Michigan to check their kitchens for fire hazards and to use safe cooking practices during Fire Prevention Week 2013 and to support the many public safety activities and efforts of Michigan’s fire and emergency services.

House Resolution No. 240.
A resolution to recognize the 50th anniversary of the assassination of John F. Kennedy.
Whereas, On November 22, 1963, John F. Kennedy was shot and killed by Lee Harvey Oswald while campaigning in Dallas, Texas; and
Whereas, John F. Kennedy was the 35th president of the United States for nearly three years before his tragic and untimely death; and
Whereas, Although President John F. Kennedy did not live to see a man walk on the moon, it was his support and inspiring commitment to space exploration that helped make it possible six years after his death; and
Whereas, in 1961, President John F. Kennedy established the Peace Corps to promote world peace and friendship. The program has allowed over 210,000 volunteers to serve 139 different host countries since its creation, helping the people of interested countries better understand Americans and helping Americans better understand other people; and
Whereas, On May 5, 1961, President John F. Kennedy signed the minimum wage bill that raised the minimum wage from $1 to $1.25 an hour and expanded its coverage to include roughly 3.5 million more citizens; and
Whereas, President John F. Kennedy’s support of and advocacy for the civil rights movement was seen through numerous executive orders and personal appeals, such as the executive order made in 1962 that prohibited discrimination in the sale or leasing of housing that was financed by federally guaranteed loans or owned by the federal government; and
Whereas, The patience, intelligence, and bravery shown by President John F. Kennedy led the United States out of the Cuban Missile Crisis in 1962, safely averting the prospect of a worldwide nuclear war; and
Whereas, These acts as President of the United States won John F. Kennedy numerous awards, including the American Campaign Medal and the Presidential Medal of Freedom; and
Whereas, In his time as President of the United States, John F. Kennedy enacted and inspired programs, movements, and legislation for the benefit of the nation and its people; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body recognize the 50th anniversary of the assassination of John F. Kennedy. We honor his memory and the contributions he made to the United States of America.

A bill to amend 1941 PA 122, entitled “An act to establish the revenue collection duties of the department of treasury; to prescribe its powers and duties as the revenue collection agency of this state; to prescribe certain powers and duties of the state treasurer; to establish the collection duties of certain other state departments for money or accounts owed to this state; to regulate the importation, stamping, and disposition of certain tobacco products; to provide for the transfer of powers and duties now vested in certain other state boards, commissions, departments, and offices; to prescribe certain duties of and require certain reports from the department of treasury; to provide procedures for the payment, administration, audit, assessment, levy of interests or penalties on, and appeals of taxes and tax liability; to prescribe its powers and duties if an agreement to act as agent for a city to administer, collect, and enforce the city income tax act on behalf of a city is entered into with any city; to provide an appropriation; to abolish the state board of tax administration; to prescribe penalties and provide remedies; and to declare the effect of this act,” by amending section 30 (MCL 205.30), as amended by 1993 PA 14.
(The bill was received from the Senate on October 3, with substitute (S-1) and immediate effect given by the Senate, consideration of which, under the rules, was postponed until October 8, see House Journal No. 82, p. 1543.)
